This is an executive level position which reports to the Department Director or designee. The Assistant Director of Finance assists with managing the City’s financial operations including accounting, financial reporting, treasury (investments & debt), accounts receivable, cash receipts, customer service, accounts payable, payroll, general ledger, capital assets, and projects & grants.
The position also supports the administrative, managerial, and operational aspects of the Finance Department. Additionally, this role serves as a champion of financial innovation, driving continuous improvement in the department’s staff, processes, and systems to align with best practices and achieve service excellence. An employee in this classification should be familiar with government accounting standards (GAAP) as issued by the Government Accounting Standards Board (GASB), as well as rules of the Municipal Securities Rulemaking Board (MSRB).
Duties
Assisting the Director in formulating, implementing, and managing the City’s finance operations. Contributing to the development of policies and procedures affecting the entire department or specific divisions such as Accounting, Financial Reporting, Treasury Management, or Administration. Assisting with coordinating and reviewing key financial reports, including the Annual Comprehensive Financial Report (ACFR), Single Audit Report, and continuing disclosure documents, to ensure compliance with GAAP, federal and state requirements, and local regulations. Preparing reports on the City’s fiscal activities. Assisting in preparing and monitoring the department’s budget. Representing the Director in meetings and on committees, including City Commission, Finance Committee, and City Manager staff meetings, as needed. Serving as a liaison between the Finance Department and auditors, fiscal agencies, the public, and other City departments. Responding to external and internal audit report findings and overseeing implementation of corrective action plans. Assisting with planning, evaluating, and implementing financial system upgrades and new technologies, identifying opportunities to automate processes, strengthen internal controls, and improve efficiency across Finance operations. Promoting process innovation using lean methodology and continuous improvement strategies to eliminate waste and enhance efficiency. Developing and monitoring key performance indicators and metrics to evaluate departmental strengths and weaknesses and recommending corrective actions. Managing departmental personnel matters including hiring, performance management, appraisals, and disciplinary matters. Preparing and delivering reports, briefings, presentations, and training to boards, committees, City departments, stakeholders, and Finance staff. Leading interdepartmental working groups. Performing other related duties and completing special projects, as needed. Requirements
Bachelor’s degree in Accounting, Finance, Business or Public Administration or related field and seven (7) years professional level supervisory accounting, auditing, or finance experience, which must have included areas such as general accounting, grants accounting, treasury, or financial reporting, preferably in the government sector. Certified Public Accountant (CPA); Certified Government Finance Officer (CGFO); or Certified Government Finance Manager (CGFM), or equivalent licenses/certifications in accordance with F.S.S are preferred. OR An equivalent combination of education and experience beyond a Bachelor’s degree in an aforementioned field or closely related field. Candidates will be subject to a Level II background screening.
