Heluna Health . Description Housing for Health (HFH) is a program office within Community Programs, a division under the Los Angeles County Department of Health Services (DHS). HFH supports the Los Angeles County Homeless Initiative, addressing homelessness in LA County communities. The organization follows a hybrid work structure, combining remote and in-office work as needed. On November 5, 2024, LA County voters approved Measure A, a sales tax to fund homelessness solutions, generating over $1 billion annually. Part of this funding supports the establishment and management of an Annual Evaluation Agenda (AEA), which produces evaluations to assess the impact of Measure A investments, involving third-party evaluators and community voices. The Evaluation Agenda Manager will oversee the AEA and related evaluations, playing a key role in improving homelessness services through data-driven insights. The role reports to the Director of Data Analytics and Evaluation and requires a strategic project manager with expertise in evaluation design, causal inference, stakeholder engagement, and public sector contracting. Knowledge of homelessness services and strong community partnership skills are desirable. Essential Functions Manage the Measure A Evaluation Agenda, supporting development and updates aligned with requirements. Review and assess causal impact evaluations for research design quality. Coordinate community and stakeholder engagement processes. Lead publication and dissemination of the AEA, incorporating community and leadership input. Support procurement and management of evaluation contracts, including RFPs and deliverables. Track evaluation progress, synthesize findings, and present updates. Develop and execute Data Sharing Agreements (DSAs), MOUs, IRB protocols, and other legal documents. Draft and revise evaluation documents annually. Contribute to internal evaluation initiatives. Ensure evaluation work reflects principles of equity, transparency, accountability, and innovation. Qualifications Option I: 2+ years of experience in complex data science projects supporting data-driven program management. Option II: Bachelor’s degree in a relevant field plus 6+ years of experience in data analysis, evaluation, and project oversight; a Master’s or PhD may substitute for some experience. Preferred: Master’s or PhD in related fields, familiarity with homeless services, contract management experience, strong understanding of evaluation methodologies, stakeholder engagement experience, and proficiency in data visualization and statistical software. Certificates & Licenses Valid California Driver License or alternative transportation method. Successful clearance through the County’s Live Scan process. Other Skills Knowledge of homeless services systems and County governance. Proficiency in data visualization tools (Power BI, Tableau, etc.), project management tools, and statistical software (R, Stata, Python, SAS). Strong facilitation skills for diverse stakeholder discussions. Physical Demands Mostly sedentary with occasional physical activity (lifting up to 15 lbs, etc.). Work Environment Indoor, temperature-controlled office setting.
