What We Need
Project Manager (On-Site). Sigma is currently seeking an on-site Project Manager for an assignment at a client site in El Paso, Texas. This position will serve as the point of contact for several stakeholders both external and internal to our client, balancing technical and management skills. The role is to develop and manage capital projects, including facilitating scope development, compiling estimates based on scope, preparing Authorization For Expenditures (AFE) for capital funding, facilitating detailed engineering, following Management of Change (MOC) protocol, preparing bid packages, evaluating proposals, requisitioning materials, writing and planning work orders as necessary, executing project scope with in-house labor or outside construction contractors, and tracking overall project costs and schedule.
Responsibilities
Define project scope, prepare accurate cost estimates, execution schedules, and Authorization for Expenditure (AFE) documentation.
Budget, design, or coordinate design, and manage installation of economically designed, safe, and effective modifications and upgrades to the facility within the allowable schedule.
Execute approved projects within 10% of approved budgets. Prepare Project Variation Requests (PVR) if budgets are under or overrun and prepare Scope Change Requests (SCR) if project needs deviate from the approved scope.
Incorporate applicable requirements of the site EHS program into project design scopes and continually evaluate ways to make the site safer.
Prepare bid packages for procurement of outside equipment and services, evaluate bids, and make award recommendations.
Review construction documentation prepared by outside engineering firms and vendors for compliance with project specs, constructability, and operability.
Effectively communicate project status and progress versus schedule and budget targets to management.
Coordinate with operations, maintenance, safety, and environmental departments to ensure the project safely meets the end user's needs and complies with all laws/regulations.
Who We Need
Bachelor or Master of Science in Engineering from an ABET-accredited university preferred.
Five or more years of engineering-related experience in the oil, gas, or chemical manufacturing industry preferred.
Three or more years of experience with capital project development and/or execution required.
Three years of in-plant experience preferred, whether permanent or periodic temporary assignment.
Strong communication skills (written and verbal) required.
Strong management skills required, including team leading, decision making, and prioritizing.
Proficient with Microsoft Office; familiar with Primavera, ICARUS, and/or equivalent scheduling and estimating software.
Must be able to acquire Transportation Worker Identification Credentials (TWIC).
