Overview
The City of Norfolk's Department of Human Resources seeks a Senior Compensation Analyst to lead complex compensation projects, conduct in-depth data analysis, and provide expert guidance on compensation matters. The role designs and optimizes compensation programs to attract and retain talent while ensuring internal equity and market competitiveness. Essential Functions
Serves as a subject matter expert in city policies related to compensation functions, civil service rules, and the City’s Compensation Plan Prepares recommendations regarding the annual budget process as it pertains to compensation-related initiatives Analyzes market trends and industry standards to evaluate class specifications ensuring they align with organizational needs Reviews and researches department requests for reorganization of a division or bureau. Prepares comprehensive report of findings and recommendations Advises management on applicable federal, state, and local compensation laws and regulations Analyzes compensation trends in the industry, presents findings, and makes recommendations. Responsible for maintaining and updating the city’s data in survey software Reviews salary-related requests for senior and executive positions. Conducts analysis and provides a recommendation Provides subject matter expertise on complex and sensitive queries and concerns received in the team-shared inbox Identifies compensation best practices and continuous improvement activities to streamline and standardize processes Provides coaching, mentoring, and support to the Compensation Analyst I and II Participates in special project teams, serves as a team facilitator, and meets with department leaders to discuss compensation strategies Conducts research, analysis, and studies to address concerns related to compensation; recommends or initiates programs or actions to resolve concerns and enhance services. Partners with management and HR specialty areas to assess and diagnose business problems and deliver tailored solutions Performs other duties as assigned Education/Experience
Work requires broad knowledge in a general professional or technical field. Four years of college resulting in a Bachelor’s degree or equivalent Seven years of experience working directly in employee compensation and classification or closely related experience Additional Information & Requirements

This position is eligible for a one-time $5,000 sign-on bonus.
