Manager, Fraud Chargeback & Recovery

We are seeking an experienced manager to handle our fraud and non-fraud Reg E disputes. In this role the successful candidate will manage a high-performing team of onshore and offshore analysts handling a significant volume of electronic funds transfer disputes while ensuring full compliance with Regulation E, AML and other relevant banking and association requirements. The successful candidate will oversee the day-to-day operational processes for our disputes team. Demonstrated leadership experience and in-depth knowledge of debit card dispute processing (pre/post chargeback), Regulation E, NACHA, Zelle, ATM, and Mastercard core rules required.
Responsibilities
Team management and leadership experience – Preferred
Oversee investigations and identify, assess, decide and report on activity indicating exposure to financial crime; ensure threats and investigations are evaluated, documented, managed and escalated per SOPs
Provide subject matter expertise and oversight of criminal risk using a disciplined, intelligence-based approach to detection and research
Foster a culture aligned to BMO purpose and values; promote diversity and inclusion
Ensure alignment between values and behavior; set goals, define outcomes, and ensure accountability
Build and lead interdependent teams; collaborate across functional groups to maximize value
Attract, retain, and develop top talent; coach and manage performance
Act as a trusted advisor to the assigned business/group; influence and negotiate to achieve objectives
Develop and implement solutions based on issue analysis; assist in strategic planning
Identify emerging issues and trends to inform decision-making; prioritize business initiatives
Conduct independent analysis and provide insights; support strategic initiatives with stakeholders
Build effective relationships with internal and external stakeholders (e.g., law enforcement agencies, other financial institutions)
Lead change management activities including readiness assessments, planning, and execution
Perform in-depth investigations; maintain documentation for account/case files
Develop and manage business/group programs; monitor and analyze information from detection systems and reports
Provide specialized consulting, analytical and technical support; work independently on non-routine situations
Ensure compliance with financial crime management processes and frameworks; generate reports and dashboards
Support evidence collection for incident reports, loss prevention, litigation, and process improvements
Ensure actions and information are documented throughout investigations
Maintain knowledge of financial crime management processes and techniques
Qualifications
Typically, 5–7 years of relevant experience and a post-secondary degree in a related field, or an equivalent combination of education and experience
Investigative or compliance-related experience is required
Knowledge of banking products, services, processes, and organization is an asset
Deep knowledge and technical proficiency gained through extensive education and business experience

Salary and Pay Salary:
$66,600.00 - $124,200.00

Salaried
The above represents BMO Financial Group’s pay range and type. Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position. BMO Financial Group’s total compensation package will vary based on the pay type of the position and may include performance-based incentives, discretionary bonuses, as well as other perks and rewards.
