Overview

The Riverside County Treasurer-Tax Collector is seeking a Tax Enforcement Investigator I/II who will be assigned to the Tax Enforcement Unit. This position is responsible for collecting delinquent unsecured property taxes on assets such as business personal property, mobile homes, boats, aircraft, and possessory interests. The role requires fieldwork, investigation, and enforcement of collections, including bank and property seizures when necessary. This class is distinguished from the Senior Tax Enforcement Investigator who supervises and participates in the activities of the Unsecured Property Tax Division. Incumbents of Tax Enforcement Investigator I are expected to promote to Tax Enforcement Investigator II after acquiring the necessary experience and demonstrating satisfactory job performance. Salary ranges (subject to change): Tax Enforcement Investigator I: $21.87 - $32.57 hourly; $3,791.28 - $5,645.85 monthly; $45,495.34 - $67,751.16 annually TAX ENFORCEMENT INVESTIGATOR II: $25.65 - $38.19 hourly; $4,445.54 - $6,619.24 monthly; $53,346.52 - $79,430.92 annually Open to all applicants. Collect delinquent unsecured property taxes on assets including business personal property, mobile homes, boats, aircraft, and possessory interests. Conduct fieldwork, contact taxpayers by phone and in person, set up payment arrangements, and enforce collections through bank and property seizures when necessary. Locate taxpayers and assets using public records, tax rolls, bankruptcy files, and other sources; prepare reports for hearings or litigation; and assist with collection activities such as DMV holds, State Intercept programs, secured tax collection, and tax sale postings. Operate county vehicles to visit taxpayers' properties in the field and request payment. Promote to the next level after gaining experience and meeting performance expectations. Represent the County at administrative hearings regarding seized property and coordinate sales when applicable. Establish and maintain cooperative relationships with Federal, State, and local government agencies; respond to inquiries and provide information as needed. Qualifications

Tax Enforcement Investigator I – Options Experience: Two years in collections, investigative or law enforcement fields including collection of financial information via face-to-face interviews and research; skip tracing or payment determination; or determining legal action on delinquent accounts. Both options allow education substitutions: 16 semester or 24 quarter units in business administration or related field may substitute for one year of experience. Knowledge: Unsecured portions of Revenue and Taxation Code (bills, notices, payments, refunds, liens); Federal Bankruptcy Act and Bulk Transfer Act; mobile home property taxes and tax clearances; basic mathematics including interest computations. Tax Enforcement Investigator II Options Experience: Three years in collections, investigative or law enforcement fields including collection of financial information via interviews and research; skip tracing or payment scheduling; or determining legal action on delinquent accounts. Both options allow education substitutions as above. OR one year of experience as Tax Enforcement Investigator I with Riverside County. Knowledge/Ability: Principles and techniques of collections; investigative procedures; applicable laws and court procedures; financial record keeping; locating assets; obtaining personal and financial information; communicating under stress; maintaining records and relationships. License/Certificate: Possession of a valid California Driver's License is required.
