The Energy Policy Analyst is a first of its kind, transformational role in the City. This position develops and implements innovative policies, strategies, and actions to achieve the energy, decarbonization, and sustainability goals of the City of Westminster. The position leads the Community Services Department and the City organization to adopt and implement codes and policies that advance building energy efficiency and decarbonization. The Energy Policy Analyst coordinates with community stakeholders and external organizations in these efforts. The position supports and reports to the Sustainability Administrator to achieve three core outcomes: lead energy code and building decarbonization policy development and implementation, provide technical assistance and capacity building across City divisions, and support and implement Citywide energy and decarbonization programs. This unique role blends policy development, technical coordination, intradepartmental collaboration, and robust community engagement.
Overview This is a full time, benefited, temporary position. This position is grant funded through the Denver Regional Council of Government (DRCOG) Building Policy Collaborative sub-award grant program, and assuming continued receipt of grant funds, the duration of this appointment is approximately four (4) years (grant ending October 2029). In the unexpected occurrence grant funds are rescinded before the four (4)-year term concludes, this position may be terminated. City Hall business hours are Monday through Friday, 8:00 a.m. – 5:00 p.m. Schedule flexibility including a combination of remote and in-office working may be considered.
Salary and Benefits The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

Spearhead the City's energy code and policy update, adoption, and implementation process to advance high-performance building decarbonization goals
Coordinate internally and with regional partners, jurisdictions, DRCOG, and other related groups
Lead community and stakeholder engagement processes
Serve as a trusted liaison between the City, contractors, community members, and regional agencies
Integrate building decarbonization strategies into long-range planning documents such as the Sustainability Plan and Comprehensive Plan
Coordinate with Planning and Sustainability staff to ensure alignment of policies and targets
Create communications, dashboards, metrics, and transparency initiatives related to energy code and decarbonization policies
Track key performance indicators and make data-driven recommendations to improve programs and policies over time
Conduct embodied carbon policy analysis and develop recommendations Act as City lead with consultants to conduct policy analysis
Develop a community beneficial electrification plan and implement strategies to achieve targets and goals
Technical and Program Support
Provide Technical Assistance and Capacity Building Across City Divisions
Support the Planning Division with energy code and decarbonization considerations during plan review Connect developers with building decarbonization resources and incentives
Provide technical assistance to the Building and Community Standards Division on energy code inspection and plan review Act as City lead with consultants to expand staff capacity in inspection, permitting, and plan review
Coordinate consultant-led trainings and upskilling for current and future staff
Organize trainings for City staff on certifications such as LEED, Certified Energy Manager, and Building Performance Institute
May implement and manage energy performance and benchmarking tools (e.g., EnergyCap, EnergyStar Portfolio Manager) for municipal facilities Explore community-wide applications of these tools for benchmarking and outreach
Citywide Energy and Decarbonization Programs
Contribute to the creation and implementation of the City's energy policy and decarbonization programs
Assist commercial and multi-family building owners (50,000+ sq. ft.) in meeting State of Colorado Building Performance Standards
Lead energy efficiency efforts for new buildings in Downtown Westminster, ensuring LEED Silver certification and supporting further decarbonization
Report energy data for City buildings to the State of Colorado Building Performance Standards program
Support potential local building energy benchmarking and green building requirement programs

Education, Experience, Skills, and Certifications Required :
Bachelor's degree from an accredited college or university with major coursework in Energy Policy, Environmental Policy, Sustainability, Environmental Planning, Environmental Science, Renewable Resources, Natural Resource Management, or a related field
Two (2) years of full-time professional experience in development and administration of energy policy and code initiatives or related sustainability programs
Preferred :
Master’s degree from an accredited college or university in a related discipline
Leadership in Energy and Environmental Design (LEED) Green Associate certification or similar or better
Energy code and/or policy accreditations or certifications such as Certified Energy Policy Analyst (CEPA), Certified Energy Manager (CEM), and Building Performance Institute (BPI)
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements Work is sedentary in nature and requires sufficient physical stamina and strength for:
Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
Frequent lifting, carrying, and pushing and/or pulling of up to ten (10) pounds to move material and supplies; occasional lifting and pushing and/or pulling of up to 25 pounds with dollies and carts
Work is constantly performed indoors. This is primarily sedentary office work with numerous visits to businesses and other organizations.
