The State Corporation Commission’s (SCC) Health Benefit Exchange (HBE) division seeks a Senior Policy Analyst interested in a rewarding public service career. This position offers the unique opportunity to join Virginia’s recently transitioned state-based exchange and will join a growing professional team. The Senior Policy Analyst position will be responsible for providing policy, research, and legislative support for the HBE division regarding state and federal health benefit exchange related issues. Essential Functions of the Senior Policy Analyst position includes the following: Manage the legislative process, including tracking bills, reviewing proposed legislation and regulations, monitoring general assembly activities, evaluating and sharing recommendations, and conducting legislative related stakeholder outreach. Monitor and track state and federal health policy issues including legislation, regulation, sub-regulatory guidance, etc. Conduct complex research and analysis for policy projects, prepare/update policy materials, and provide recommendations for HBE leadership. Provide subject matter expertise on state and federal legislative and policy issues that impact HBE enrollment, coverage products, and sustainability. Draft and update new and existing internal/operational policies to reflect changes in federal and state laws and policies. Prepare written policy related documents such as reports, briefs, PowerPoint presentations, talking points, and other deliverables. Support the planning and development of legislative projects including conducting project research, writing policy reports, and engaging with stakeholders. Develop and execute the HBE’s annual external affairs communications and outreach plans, including maintaining contact lists and developing talking points, one-pagers, and briefings. Schedule, coordinate, and prepare materials for work groups and meetings with stakeholders. Perform related work as required. The Senior Policy Analyst position offers a hybrid work schedule (some in-office and telework days each week) as well as a variety of professional development and training opportunities. Preferred Qualifications Considerable professional experience with health policy regulations, health policy research, legislative processes, and/or health policy review and development. Experience communicating and presenting findings based on policy research and analysis. Experience with understanding, interpreting, and communicating the meaning of federal regulations and/or Virginia’s statutes and regulations. Knowledge of the legislative process, stakeholder engagement, and/or work groups. Bachelor's degree in public policy, public health, public relations, government, or a related field is preferred. Ability to write policy related procedures and documentation. Strong research, organizational, and analytical skills. Ability to multi-task and manage many tasks simultaneously. Ability to track legislation and research, analyze, and interpret procedures, legislative proposals, and mandates Strong verbal and written communication skills and attention to detail. Ability to use Microsoft Office applications for creating charts, spreadsheets, presentations, and tables. Ability to maintain effective, professional working relationships with SCC staff, industry personnel, and stakeholders. Any experience with the ACA or health insurance is considered a plus.
