Assistant Chief Counsel

This position is part of the Office of Enforcement, which handles the Department's litigation needs related to health care service plans under the Knox-Keene Health Care Service Plan Act of 1975 and related regulations. The ACC will plan, supervise, and provide expertise on complex and sensitive matters, including legal review of high-difficulty matters. Responsibilities
Supervise and plan the activities of attorneys to ensure professional, accurate, and timely work. Handle and participate in the most complex and sensitive litigation matters related to health care service plans. Provide legal review and counsel on matters requiring the highest degree of responsibility. Interact with Department executives, program staff, other agencies, the Attorney General's Office, county, state, and federal partners, stakeholders, and the public; may interact with the Governor's Office and other state agencies as needed. Travel occasionally to perform duties, including assisting the Office of the Attorney General in litigation in superior courts in California. Minimum Requirements
Minimum qualifications are described in the Class Specification for Attorney, Assistant Chief Counsel. The position may require a background investigation and fingerprinting prior to hire. Desirable Qualifications
Experience as a lead, mentor, manager, or similar role supervising attorneys. Ability to handle in-house counsel work of the most complex nature, draft opinions, analyze legislation, and prepare/ review correspondence. Strong analytical, verbal and written communication, interpersonal skills, and ability to work under deadlines. Understanding of the Administrative Branch of state government and oversight agencies. Ability to build relationships with colleagues and agency staff, and to represent the department in litigation before administrative, state, and federal courts. Ability to provide sound legal advice aligned with department programs and policies; conflict management and professional conduct in interactions with others. DMHC has locations in Downtown Sacramento and Rancho Cordova. Optional hybrid telework may be available, subject to operational needs and policies. California residency must be maintained for telework as required by Government Code 14200. Salary and Benefits
