Position highlights Full-Time, 40 hours per week, Monday through Friday, 8:00 a.m. – 4:30 p.m.; Location: Hartford, CT; Hybrid (office/telework) may be available. Responsibilities
Direct the operations of a public statewide information database to investigate if current state and municipal election laws and practices meet the Connecticut Voting Rights Act’s (CTVRA) provisions; conduct investigations of potential infringements of voting rights. Collect, maintain, and analyze CTVRA-related data and information (e.g., U.S. Census estimates, voter registry lists, geocoded data, and shapefiles); update, maintain, and publish a list of municipalities subject to the CTVRA’s language-assistance requirements. Respond to inquiries from election officials and the public; manage the state’s centralized voter registration system (CVRS) and the election night reporting system. Perform complex statistical analyses using predictive modeling, forecasting, multiple regression, trend analysis, log-linear analysis, factor analysis, multivariate analysis, and parametric/non-parametric statistics. Select, design, and apply statistical techniques and research principles; work with staff to carry out studies; analyze findings and draft reports, manuals, and other written products for publication. Provide training and development to team members and/or other staff; plan, select, and evaluate technologies related to data retrieval and analysis. Perform related duties as required. Knowledge, Skills and Abilities
Considerable knowledge of database management principles, processes, technologies, and tools; database technologies, architecture, and data security; research design and quantitative/qualitative methodologies. Knowledge of state and federal statutes and guidelines related to voting rights and election administration; data wrangling, formatting, and cleaning across multiple data sources and formats. Strong interpersonal, oral and written communication skills; proficiency in statistical analysis and visualization with SQL, Python, Tableau, SAS, SPSS, or similar tools. Ability to conduct longitudinal research, perform trend analyses, and use GIS to create layered maps; write technical reports; maintain objectivity in nonpartisan work; coordinate with diverse groups; supervise staff as needed. Minimum Qualifications
General Experience Six (6) years of experience in demography, statistical analysis, and electoral systems. Substitutions A Master’s degree in a closely related field may be substituted for five (5) years of the General Experience. A Doctoral degree may be substituted for the General Experience. Preferred Qualifications
Experience collecting, maintaining, and analyzing data related to the federal or any state Voting Rights Act; experience with Census estimates, voter registry data, geocoded data, and shapefiles; updating/publishing language-access lists; responding to inquiries from election officials and the public; managing CVRS and the election night reporting system; applying statistical techniques and models; leading project teams; database management and data wrangling across multiple sources.
