The overall function of this position is managing a District Construction Unit, including directing and supervising highway and bridge construction, survey activities, contract administration, quality assurance, material management, and associated functions of the construction unit. The position supervises employees in the Project Engineer\'s Office, engaged in construction work with DOTD. This position reports directly to the Engineer 7/District Area Engineer. Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following: Two years of licensed engineering experience; or Six years of professional engineering experience. Experience Substitutions
A master\'s degree in engineering will substitute for one year of professional engineering experience. A doctorate degree in engineering will substitute for two years of professional engineering experience. Advanced degrees will substitute for a maximum of two years of professional engineering experience. There is no substitution for licensed engineering experience. Notes
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer\'s license (e.g., engineer intern) will be accepted as professional level engineering experience. Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If selected, the applicant must obtain a Louisiana license prior to appointment. The hiring agency will verify licensing requirements. Plans, directs and coordinates all activities for one or more construction units including supervision of construction projects, inspection, sampling, testing, and survey activities for major highway and bridge construction projects in accordance with FHWA and DOTD policies and procedures. Maintains contract enforcement, supervision, inspection and documentation to assure high quality work by the contractor in accordance with plans and provisions. Ensures fair and equitable treatment of contractors. Works on State and Federal Funded projects as part of the District Construction Project, Safety, Urban System, Off System, and Contract Maintenance programs. Supervises and trains a staff of engineers and engineering technicians; plans, directs and coordinates engineering activities for construction units. Reviews and approves subordinate\'s work, including correspondence, calculations, documentation of quantities, diaries, test reports, etc. Directs staff in construction inspection, sampling and testing, contract administration, employee training, and other construction unit functions. Manages projects for day and night work; completes planning and performance reviews; evaluates performance and counsels employees. Participates in hiring decisions and sets technician training priorities. Consults with contractors daily on progress, change orders, phasing, and traffic control. Reviews CPM schedules and resolves scheduling issues. Coordinates pre-construction conferences and uses Site Manager to track progress and prepare estimates. Reviews and approves estimates and final acceptance documentation for projects. Approves and monitors erosion control plans; monitors hazardous waste removal; handles utility relocation and railroad invoices; enforces traffic control requirements. Oversees safety and quality of high-profile projects and ensures on-time, on-budget delivery. May be on call 24/7 for emergencies and may provide depositions and court testimony as needed. Develops and writes change orders to solve complex problems, applying design standards and specifications. Approves change orders with authority up to specified limits and conditions. Interacts with private citizens, elected and public officials to resolve conflicts about rights-of-way and construction projects. Engages with agencies, politicians, consultants, media and the public regarding construction and maintenance issues. Represents DOTD at public meetings and issues press releases as needed. Maintains FHWA-required Responsible Charge on applicable projects. Administers permits approved by the DOTD permit section and interprets plans and standard specifications for complex projects.
