Job Title: Mainframe Application Developer (COBOL/DB2) Type: Contract Compensation: $72/HR Contractor Work Model: 90% remote occasional meetings in Reston, VA We are seeking a seasoned Mainframe Application Developer with strong COBOL expertise to support a highly complex, mission-critical enrollment system. Required: BA/BS in Information Systems or equivalent experience, plus a minimum of 7 years of experience as a Senior Software Engineer or Programmer/Analyst using the following technologies: Programming & Mainframe Tools: COBOL, TSO/ISPF, JCL, DB2, QMF, Rocket Shuttle, MVS Utilities, Xpediter, FileAid, AbendAi Scripting and automation tools and techniques, Micro Focus/Serena ChangeMan Topaz/DevX Workbench IDE, Jira, or similar agile tracking software Development Environment: Micro Focus/Serena ChangeMan, Eclipse, MyEclipse, or Topaz Workbench (DevX IDE) Scripting & Automation: Scripting tools and automation techniques Key Responsibilities: Application Development & Maintenance Design, develop, test, and maintain mainframe-based applications using COBOL, JCL, and DB2. Make enhancements and corrections to existing ID card reports and enrollment-related systems. Execute complex data queries and incorporate new data elements as needed by business areas. Utilize M/F utilities and tools to debug, sort, and step through batch COBOL code. Report Customization Modify and enhance daily, weekly, and monthly reports across two lines of business with distinct data and processing needs. Ensure timely and accurate data delivery to support downstream systems, vendor files, and dashboards. Analyze reasons for ID card request failures and turnaround times through advanced data reporting. Collaboration & Agile Practices Collaborate with cross-functional teams including business users, analysts, and QA to clarify requirements and resolve testing issues. Participate in Kanban-based Agile processes using tools like Jira. Communicate technical solutions proactively and contribute to continuous improvement of development practices. Required Skills: Minimum of 4+ years of recent hands-on mainframe development experience Expertise in COBOL batch processing and DB2, including multi-table queries and performance optimization Strong debugging and testing skills in mainframe environments Proficiency in reading and modifying legacy code Excellent problem-solving and analytical abilities Strong documentation and communication skills Proactive, self-directed, and comfortable working independently in a matrixed environment Nice to Have: Experience with Jira or other Agile ticketing systems (Kanban preferred) Knowledge of healthcare or insurance systems Exposure to Java is a plus (not required for this role) Previous experience in enrollment-related software environments Work Environment & Expectations: Fast-paced environment with frequent, high-impact releases and evolving data/reporting needs Candidate must be self-driven, able to communicate clearly, and engage with teams without needing extensive oversight Familiarity with how enrollment systems and ID card processing work is ideal, including the ability to manage logic differences across multiple business lines System One, and its subsidiaries including Joulé, ALTA IT Services, and Mountain Ltd., are leaders in delivering outsourced services and workforce solutions across North America.
