Council Policy Analyst Provo City is looking for a Council Analyst to provide professional analysis, legislative, communication, and community engagement duties under the direction of the Municipal Council Executive Director. This position involves research, analysis, and presentation of a variety of data and statistics related to the laws, statutes, codes, and policies that govern the City of Provo. What is the compensation package? Pay Rate: (G28, G30) Starting at $58,396 - $88,752 (annualized) depending upon qualifications. Provo City offers generous

Council Analyst I: Perform professional, entry-level projects. Learn and follow Council operations and City governance processes. Conduct research and compile background information on City issues such as land use, housing, economic development, and budgeting. Assist in preparing and editing staff reports, briefing memos, Council meeting summaries, newsletters, and legislative summaries. Support communication initiatives, including drafting social media posts, blog content, and visual materials for public outreach campaigns. Assist with maintaining the Council website and public-facing digital resources to ensure accuracy, accessibility, and transparency. Participate in the preparation of Council agendas and meeting materials. Attend Council meetings and take notes as assigned. Provide administrative support, including coordination of public notices, ordinance processing, and records updates in compliance with state law. Respond to routine constituent inquiries or redirect to appropriate staff. Draft template correspondence and help prepare responses to public comments. Coordinate logistics and staffing for Council events such as open houses, town halls, and neighborhood meetings. Assist in the collection and organization of public input gathered through surveys, community forums, or outreach initiatives. Perform other related duties as required. Council Analyst II: Manage intermediate-level projects and take leadership over specific portfolios or Council initiatives. Conduct in-depth quantitative and qualitative policy analysis on assigned issues such as transportation, housing affordability, budget requests, or zoning changes. Draft ordinances, resolutions, fiscal analyses, and legislative intent statements for Council review and action. Monitor and interpret proposed state and federal legislation. Prepare impact summaries and recommend policy positions to Council Members. Manage individual communication platforms or campaigns, including media outreach, video production, or crisis messaging. Plan and execute community engagement plans, including public input sessions, educational campaigns, and neighborhood program support. Coordinate and track grants. Oversee agenda management software. Prepare legally compliant postings. Ensure document archival meets state standards. Represent the Council Department in interdepartmental meetings, task forces, or community working groups. Communicate Council priorities and report outcomes. Assist new Council Members. May train interns or lower-level staff in Council Department procedures, or research tasks. Perform the duties of lower-level analysts as needed and other related duties as required. Minimum Requirements

Provo will honor equivalent combinations of job-related education and experience [substituting each one year of post-secondary education/training for six months of experience]. Bachelor’s degree in Public or Business Administration, Urban Planning, Economics, Political Science, or closely related field. A valid, lawful Driver License. Council Analyst I:

One year of job-related experience. Council Analyst II:

Two years of experience as a Policy Analyst or three years of comparable, job-related experience. Selection Process
