Overview

MTSI is seeking Fighter Planning SME to support the USAF Warfare Center team at Nellis AFB. The candidate will work in a multitasking, fast-paced, dynamic environment supporting USAF Warfare Center Large Force Exercises, Operational Test and Tactics Development. The role includes planning and execution of Chairman, Joint Chiefs of Staff (CJCS), Combatant Command (COCOM), and Major Command (MAJCOM)-level exercises and events. Major Duties and Responsibilities

The candidate will provide coordination, execution, management, risk identification and mitigation for exercises, demonstrations and experiments on behalf of the USAFWC. Responsibilities include planning and execution of CJCS and COCOM-level exercises, providing expertise in fighter aircraft systems (F-22, F-35, F-16, F-15), operations, academics and exercise/experiment coordination and facilitation. Duties include developing exercise tasks such as concept development, scenario development, main exercise objectives, joint exercise control group operations, overall execution management and after-action review. The candidate will advise and assist operational and strategic planners in developing current and future contingency plans and contingency requirements based on current operations. The role includes providing advice, recommendations, and briefings to staff principals, agency chiefs, and external organizations on OPLAN or exercise design activities. The candidate may assist in theater-level STRAT/TET/MAAP processes resulting in the development of on-the-shelf Air Tasking Orders or Air Battle Plans for contingency and deliberate planning efforts. Coordination with HHQ and other commands to develop and manage long-range exercise schedules with ACC, USAFWC, and supported staffs is required. The candidate should be familiar with exercise policies, practices, procedures, and have experience with exercise interpretation/analysis and translating into operational recommendations. The successful candidate will facilitate coordination and exercise planning and control with USAFWC and all external and partner agencies including the Department of Energy, National Reconnaissance Office and the Nevada Test and Training Range (NTTR). The candidate should have extensive knowledge of NTTR threat, surrogate and command-and-control capabilities. Participation in range infrastructure working groups, design reviews, and technical interchange meetings to define requirements and CONOPS is expected. The candidate will participate in surveys/visits with exercise participants and infrastructure owners to identify infrastructure shortfalls and required workarounds. Results and lessons learned briefings to exercise participants at an instructional level will be provided. The candidate will assist in developing and publishing formal exercise after-action reports in coordination with the supported mission partner. The role includes serving as subject matter expert for assigned exercises with military service components and joint partners. The candidate will stay updated on the latest joint tactics, techniques, procedures and emerging technology, including US strategies and tactics to address current and future threats. The candidate will collaborate with and lead multidisciplinary teams of industry, government and military personnel and may be tasked to advise on additional USAFWC initiatives. Required Skills

At least 10 years of experience in tactics, operations and analysis, including 5 years in fighter aircraft (F-22, F-35, F-16 or F-15). Experience in exercise management and operational planning; familiarity with exercise policies, practices and procedures; experience in interpretation/analysis and translation into operational recommendations. Familiarity with Nellis AFB operations, including USAFWC organizations, NTTR infrastructure, and range/flight scheduling processes. Ability to organize, conduct and lead meetings, conferences, briefings and site surveys in support of Combatant Commander objectives; strong leadership and customer interface skills in a team environment. Expertise to conduct effective liaison with national-level agencies, DoD services, combatant commands and intelligence agencies. Good analytic skills and ability to operate in a multitasking environment. Strong verbal and written communications skills with ability to brief CAF warfighters and staff officers on ongoing theater planning efforts, operations and pertinent exercises at a Weapons Officer level. Valid driver’s license with an insurable driving record. Desired Skills/Experience

15+ years of experience in fighter aircraft (F-22, F-35, F-16 or F-15). 2+ years of experience in adversary (near-peer) threat capabilities assessment, testing or analysis. 2 years of experience in component command staff or equivalent conducting operational and strategic planning and analysis. USAF Weapons Instructor Course graduate, Navy Top Gun graduate or Operational Test pilot highly desired. Deep understanding of 5th generation platform communications capabilities and deficiencies, including datalinks. Knowledge of technical and operational requirements of 5th generation platform planning systems, data transfer systems, and EW reprogrammable systems. CAOC or operational contingency planning experience desired. Previous experience with special access programs is highly desired. Diversified experience across most of the desired skills/experience can substitute for deep expertise in a single area. Education Requirements

Bachelor's degree required. Master’s degree desired. STEM degree highly desired. Security Clearance

Current Top Secret (TS) Security Clearance with SCI eligibility and the ability to obtain access to Special Access Required (SAR) Programs and Special Technical Operations (STO) required. Position contingent on gaining SAR/STO/SCI clearances. Travel Requirements

Routine travel is expected. Anticipate one week per quarter, with possible additional travel based on mission requirements. Non-traditional work hours required at least twice a year. Onsite work is expected; occasional telework options may be available with approval from mission partner.
