Assistant City Controller III

Under the guidance of the City Controller or designee, performs specialized accounting procedures in the preparation, review, analysis and reconciliation of standard periodic financial reports and statements. Serves as the primary liaison to assigned departments, agencies and organizations to coordinate financial operating and management policies, procedures and systems. Support the Controller’s office in implementing process improvements, monitoring operational effectiveness, and ensuring compliance with financial regulations and policies. Prepare interim and annual financial statements, schedules, reports and related work papers. Prepare, review and reconcile assigned weekly and/or monthly financial statements. Recommend systems improvements and alternate accounting systems. Oversee financial record keeping and cost control systems. Supervise various complex accounting functions including financial analysis and financial statement preparation. Perform account analysis and prepare correcting journal entries as needed; review and submit journal entries for data entry. Maintain assigned accounting records and files. Provide necessary information and assist other departments in solving accounting problems. Act as liaison to assigned departments, areas or agencies in handling financial activities, such as annual operating and capital budgets. Maintain, monitor and prepare monthly projections and analyze daily budget activity and department objectives to prevent potential problems while conforming to administrative goals. Assist in resolving expenditure and revenue concerns by implementing alternative solutions. Gather, analyze, and interpret data related to operational performance, resource usage, and financial performance. Prepare detailed reports and dashboards to present findings, trends, and actionable insights to senior management, stakeholders, and decision-makers. Review and/or approve specific transfers, financial statements and departments/ agencies' requests and actions. Assist with implementation of revised management and financial operating procedures and systems. Assist with audits or evaluations of operational procedures and financial practices to confirm adherence to laws, standards, and best practices. Conduct surveys and research related to various management and financial policies and procedures. Assist with special projects and production of related management reports as assigned by the City Controller or designee. Working Conditions
The position is physically comfortable; the individual has discretion about walking, standing, etc. Minimum Requirements
Educational Requirements Requires a Bachelor's degree in Accounting, Business Administration or a closely related field. Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) is preferred. Experience Requirements Four years of professional accounting and/or auditing experience are required. Preference will be given to candidates that can conduct in-depth analyses of city operations across various departments to identify inefficiencies, bottlenecks, and areas for improvement. Preference will be given to candidates with a track record of working with department heads to map and assess key operational processes, focusing on aligning them with budgetary constraints and organizational goals. An ideal candidate will be able to evaluate operational performance and make recommendations to enhance service delivery while optimizing resource utilization. Key Skills And Abilities
Strong leadership track record. Ability to plan, organize, and prioritize work assignments. Exceptional verbal, written communication, and presentation skills. Use of appropriate written and verbal language and grammar with minimal errors. Exceptional attention to detail. Demonstrated ability to meet multiple demands and customer needs using a variety of methods and best practices while incorporating customer feedback.
