Description Of Job The Center of Accounting (CFA) performs and/or oversees all accounting functions for CDOT and its Enterprises related to contract execution, accounts payable, accounts receivable, general ledger, treasury/cash/debt management, payroll and timesheet processing, fixed assets, construction and grant project accounting, federal aid billing, rate allocation programs, and the annual financial audit of the department. About The Position The Fixed Assets Accountant position will work on Fixed Assets, Reconciliations, Internal Control, and provide General Accounting Supervisory back-up support. In addition, this position will complete the annual physical inventory of fixed assets, ensure the Center of Accounting Internal Control is robust by reviewing monthly/daily diligent reports and support Accounts payable and Accounts Receivable supervisors when they are unavailable. Your duties and responsibilities
will include, but are not limited to, the following: Serve as the Staff Authority on Fixed Assets (FA) and will oversee the FA process from the inception to the conclusion; Investigate, analyze and prepare monthly and year-end reconciliations and transactions for fixed assets additions, deletions, and transfer in SAP Fixed Assets Module. Ensures Inventory Change Form 130 is received for all road and non-road equipment additions, deletions, and transfer; Review of capital expenditure accounts, ensuring expenditures qualify for capitalization, creating assets shells in SAP, reconciling expenditures to fixed assets additions, and preparing related accounting entries in SAP and the Colorado Resource Engine (CORE) per GAAP and state and federal rules; Investigates and corrects any variances between SAP and CORE; if needed, implement a new accounting process or reconciliation to ensure integrity and accuracy of fixed assets in SAP and CORE; Ensures an annual physical inventory of fixed assets completed along with any consumable inventories CDOT has in order to comply with reporting any consumable inventory meeting the States threshold as reported in the State Fiscal Procedures Manual at year-end; Investigates, analyzes and corrects any issues identified per GAAP ensuring balances between SAP and CORE are accurate and complete; Complete any year-end forms needed to report the consumable inventories; Ensures the General Accounting is operating efficiently, reporting reliable information, and complying with Fiscal rules and regulations; Analyze, collaborate, and remedy any financial inaccuracy; Ensures General Accounting implements five foundations of the internal control system (Control Environment, Risk Assessment, Control Activities, Information and Communication, and Monitoring); Identifies, analyzes, and responds to potential risks; follows actions taken to mitigate risks and ensure General Accounting objectives are met; Confirms relevant information is identified, captured, and communicated to Center for Accounting leaders; Assess the quality of internal control performance; Collaborate with the CDOT Compliance team, General Accounting team, and Internal Customer to remedy any abnormal financial transactions or financial events. Work Environment Daytime work hours, Monday-Friday, with the potential for a flex schedule, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met. Minimum Qualifications Four years of professional auditing or accounting experience AND at least four years of professional accounting experience, one (1) year of which must have been fixed asset accounting experience.
