Associate Accounting Analyst at the California Department of Public Health (CDPH). Job Description and Duties
This position plays a critical role in supporting CDPH's mission by performing advanced accounting duties that require a comprehensive knowledge of the accounting process. The incumbent acts as a lead within the Invoice Processing Team 2, handling complex expenditure transactions in the FI$Cal automated accounting system. Key responsibilities include independently auditing and processing invoices to ensure compliance with multi-funded procurement documents involving General, Federal, and Special Funds, as well as posting complex financial transactions in FI$Cal and the internal Invoice Tracking System. The role involves reviewing and approving payment vouchers in FI$Cal as an Approver 1, while coordinating with the State Controller’s Office (SCO) to ensure timely payments. The incumbent also analyzes and verifies funding sources to ensure alignment with budget authority, conducts research to resolve program inquiries regarding expenditures and encumbrances, and prepares correspondence to address disputed matters while providing recommendations on financial issues. They review FI$Cal reports to identify potential problem areas, support emergency invoice resolution, and work closely with the Accounting Administrator I (Supervisor) to direct team workloads and assist with analysis. Additionally, the position requires training staff on accounting processes, including expenditure adjustments, and posting claim schedules, and supporting process improvements by developing desk procedures and ensuring consistency in workflows. In emergency situations, the incumbent expedites urgent invoices outside FI$Cal by creating claim schedules with clear justifications for SCO approval and collaborates with SCO to resolve processing issues quickly to minimize delays. As the primary liaison for emergency payment issues, the incumbent coordinates closely with CDPH Programs, Program Support Units, the Budget Office, and State Control Agencies, contributing to quarterly reports on late payment penalties and assisting with management reporting needs. Furthermore, they monitor and report team operational needs to the supervisor, evaluate proposals for procedural changes, and recommend solutions for accounting challenges. This role requires a high level of autonomy, analytical expertise, and the ability to lead and train others while ensuring compliance with CDPH’s financial policies and objectives. Knowledge of FI$Cal or other complex automated accounting system(s). Knowledgeable in preparing annual financial statements. Knowledgeable in Microsoft Office skills, particularly Excel and Word. Basic knowledge and experience with State Accounting process. Ability to communicate in a clear and concise manner, both orally and in writing. Ability to work under pressure and tight deadlines. Ability to handle multiple assignments effectively, efficiently and in a timely manner. Ability to work in a team environment. Statement of Qualifications (SOQ)

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions.
