Senior Accounting Officer (Specialist)

Department of Transportation Job Description and Duties

Under the general direction of an Accounting Administrator I (Supervisor), the incumbent maintains fiscal integrity in accordance with sound accounting principles, including Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), State Administrative Manual (SAM), and State and Federal regulations. This position is required to exercise a high degree of independence in carrying out complex fiscal duties within the Highways Appropriation Management Section. This includes the responsibility for certifying funding for major construction projects; verifying that project budget and encumbrances are accurately recorded in the accounting system. The duties of this position involve close collaboration with team members and customers to meet the information need of accounting customers and ensure that expenditure adjustment requests are handled timely and accurately. Record and reconcile all transactions posted to the Department’s financial book of record, Advantage, and prepare corresponding year-end tasks, and financial statements. Regular and punctual attendance is desired. Vacation may be restricted during July and August due to reconciliation and financial reporting deadlines. Minimum Requirements

Position located at 1820 Alhambra Blvd, Sacramento, Sacramento County. Position is near Highway 50 and provides quick access to Interstate 5 and Highway 99. It's one block from the light rail and public transportation: within walking distance to the Sacramento Co-op and restaurants. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. Application Instructions

Have the ability to analyze routine to complex accounting issues and other information and draw sound conclusions and decisions to ensure proper accounting transactions. The ability to work independently with a minimum of supervision in carrying out assigned duties and responsibilities; analyze complex financial data, research and analyze data, draw sound conclusions, and develop an effective course of action including alternatives upon which to base valid decisions. The ability to express complex ideas and information clearly, concisely, and logically, both orally and in writing, to management, supervisors and employees. Knowledge and Experience with Year-End Reporting, Budgetary legal and GAAP. Knowledgeable with automated accounting systems and reporting tools. Knowledge of GAAP, GASB, SAM, UCM and the ability to apply fiscal policy to report criteria. Excellent communication and interpersonal skills. Benefits
