Location: Sylmar, CA. Salary range: $140,000 - $180,000 depending upon experience. Applicants must be eligible to work in the United States without visa sponsorship now or in the future. Overview: The Senior Human Resources Manager reports to the Director of Human Resources and serves as a strategic business partner and HR leader responsible for overseeing all aspects of human resources management within a dynamic commercial, heavy construction environment. This role requires extensive experience in union relations related to construction industry collective bargaining agreements, and construction industry-specific HR challenges while ensuring compliance with equal employment opportunity laws, construction industry affirmative action regulations (AAPs), and managing the full spectrum of HR generalist functions. Responsibilities

Labor Relations and Union Focus: Administer and interpret collective bargaining agreements (CBAs) ensuring compliance with union contract terms and related local, state and federal labor compliance Experience with grievance procedures and dispute resolution Monitor labor relations trends and provide strategic guidance on union-related matters Coordinate with legal counsel on complex labor law issues and arbitration proceedings Construction Industry HR Specialization

Understanding of hiring processes for skilled trades, including apprenticeship programs and craft-specific recruiting Manage multi-site workforce planning and deployment across various construction projects Ensure compliance with prevailing wage requirements, Davis-Bacon Act, and other construction-specific regulations Maintain relationships with trade organizations and training centers in support of AAP recruitment and good-faith requirements Equal Employment Opportunity (EEO) and AAP Compliance

Develop, implement, and monitor EEO policies and procedures to ensure compliance with federal, state, and local regulations Conduct investigations of discrimination, harassment, and other workplace conduct issues Manage the company’s affirmative action programs specific to construction industry good-faith efforts and reporting requirements Provide training on EEO compliance, harassment prevention, and inclusive workplace practices Serve as primary liaison with regulatory agencies (EEOC, OFCCP, and various state investigatory agencies) Analyze workforce demographics and implement strategies to ensure good-faith outreach meets regulatory and project-specific goals HR Generalist Functions

Partner with senior leadership to develop and execute HR strategies aligned with business objectives and support all HR generalist functions including recruitment, onboarding, and monitoring compliance with state and federal applicant tracking regulations Manage performance management systems, including merit processes, and coaching managers on performance issues Develop and deliver training programs on HR policies, leadership development, and compliance topics Administer and oversee compliance with leave management programs (FMLA, workers’ compensation, disability and ADAA) Conduct workplace investigations and recommend appropriate corrective actions Manage employee relations issues and provide guidance to managers on HR matters Contribute to compensation and benefits administration, including open enrollment and education Strategic Leadership and Management

Supervise HR staff and provide coaching, development, and performance feedback Contribute to HR department budget and vendor relationships Create, update, and oversee HR policies and procedures to reflect best practices and legal compliance requirements Prepare and present reports to executive leadership on HR metrics and trends Lead organizational change initiatives Collaborate with legal counsel on employment law matters and risk mitigation Requirements

Bachelor’s degree in Human Resources, Business Administration, Labor Relations, or a related field 10+ years of progressive HR experience 5+ years’ experience in an HR management or supervisory role Experience with union relations Knowledge and applied experience in labor and employment law Proven track record in EEO compliance and workplace investigations Experience managing HR staff and multi-site operations Excellent negotiation, communication, and conflict resolution skills Strong HRIS experience Preferred Qualifications
