Overview

The Florida Department of Health is one of the largest agencies in the State of Florida, handling public health, wellness and disease prevention matters. This role offers a opportunity to serve within both the Litigation Practice Group and the General Administrative, Regulatory, and Rule-Making Practice Group, providing broad exposure to the agency’s diverse legal operations. This is a dynamic, in-office position that will allow you to work directly with senior leadership, including the Chief Legal Counsels, Deputy General Counsel, and General Counsel. The Office of the General Counsel is a collaborative environment that values teamwork and professional growth, offering the opportunity to gain invaluable legal experience that will benefit the incumbent throughout their legal career. Responsibilities

Represent the Department of Health in all courts of jurisdiction, primarily in state and administrative courts with some federal overlap. Manage a caseload from discovery through trial, prepare all necessary motions and pleadings, conduct depositions, prepare and question witnesses, redact and protect confidential information, and conduct hearings or trials. Manage caseload tracking and provide reports as requested; perform legal research, analyze cases, make recommendations on case strategy, and represent the Department in court. Work within the Litigation Practice Group and, in parallel, participate in the General Administrative, Regulatory and Rule Making Practice Group, providing statutory/regulatory interpretations, legislative analysis, rule drafting, and legal reviews. Draft written legal opinions interpreting federal and state law, administrative rules, and case law; advise staff on complex legal issues; review policies and procedures for legal implications; oversee agency rulemaking for assigned programs, including drafting and reviewing administrative rules and adopting rules under the Administrative Procedures Act. Perform other duties as required by the assigned Chief Legal Counsels, the Deputy General Counsel, or the General Counsel. Qualifications

Must be a member of the Florida Bar in good standing. Litigation, rulemaking, or administrative law experience is preferred but not required. Former public defenders and state attorneys are encouraged to apply. Mission, Vision & Values
