About The Office Of General Counsel The Office of General Counsel (OGC) provides legal services and support to the Board of Trustees, the Chancellor and senior officers for the State University of New York (SUNY) at SUNY System Administration in Albany, New York, and the presidents and administrators of the campuses within the System. The OGC consists of more than 50 experienced higher education attorneys, paralegals and support staff located in Albany and campus-based offices across SUNY.
The OGC handles topics including public procurement, governance and ethics, legislation, health care, capital construction, public finance, labor grievances and arbitration, litigation oversight, student affairs, and real property use. The OGC represents SUNY in interactions with State officials and agencies.
Duties And Responsibilities The
Managing Counsel - Contracts
will lead the OGC's Contracts Practice Group, spearheading the practice in procurement, contracts, and business transactions. Focus areas include commercial transactions for services and goods, revenue contracts, energy-related agreements, grants and MOUs; real property transactions (e.g., leases, use permits, easements, abandonments); state government procurement and contracting (RFPs, RFIs, solicitations, bid protests, OSC audits, policy matters) and providing campus guidance on these matters. The role includes developing and revising standard contract templates, tools, policies, procedures and training to assist SUNY clients, and supervising the work of other System Administration attorneys in the Contracts Practice Group.
Other duties include handling emergency procurements, outside counsel contracts and related regulatory approvals; researching legal issues and regulatory interpretation; managing contract-tracking in the designated matter management system; training clients and OGC staff on contractual issues; setting strategic direction for contract practice across SUNY; responding to legal inquiries; and other duties as assigned.
Job Requirements Required Qualifications:
Juris Doctor degree from an ABA-accredited law school (or foreign equivalent).
Admission to the New York State Bar in good standing (or eligibility for admission within six months).
Experience advising clients on complex procurement and/or contracts matters.
8+ years of legal practice or relevant experience prior to beginning the position.
Preferred Qualifications
12+ years of experience advising clients with complex contracts and real property issues, especially with governmental entities.
Demonstrated success in building, leading, and managing a team, and developing and implementing new systems.
Knowledge of applicable federal and New York State laws and regulations related to grants and contracts.
Significant experience in complex case management.
Superior written and oral communication and interpersonal skills, and ability to present complex legal concepts to diverse, non-legal professionals.
Experience in preparing and providing legal training on various legal and compliance issues.
Legal experience working in higher education and/or government law.
Additional Information
Salary is dependent on factors including experience, education, training, and certifications. The range for this role is $118,000 - $171,000.
