Responsibilities

Support HR programs, policies, procedures, structures, processes and technology Contribute to the successful completion of approved initiatives on time and within budget Maintain employee satisfaction and retention strategies for performance and career management Support a citywide performance management process Work with City Attorney’s office to mitigate employee relations/EEO risks Ensure employees complete relevant training Use workforce analytics to help leaders address people management issues Execute strategic plans and program initiatives, including talent acquisition and workforce planning Manage confidential employee information with discretion Maintain onboarding and offboarding workflows for City of Richmond employees Maintain all employee data in HRIS for accuracy and timeliness Ensure payroll and personal income tax compliance per policies Maintain employment verifications for current and former employees Provide HR inquiry support and guidance to employees Develop and maintain employee satisfaction initiatives Maintain SLA and seamless HR processes across departments Adopt a growth mindset and seek efficiencies and value Regularly review HR programs and propose updates to maintain relevance Stay informed on laws, regulations, policies and programs related to employee relations and employment practices Collaborate across departments and agencies and support succession planning Coach, mentor, and develop employees and managers Leverage technology to increase productivity Perform additional related duties as required Qualifications and Certifications

Required Qualifications Bachelor’s degree in Human Resources, Business/Public Administration, or related field 2 years of professional human resources generalist experience Equivalent combination of training and experience may be accepted Required Certifications HRCI HR Certification (PHR/SPHR) or SHRM Certification (SHRM-CP/SHRM-SCP) If not certified at hire, obtain HR certification within 1 year of employment Preferred Qualifications 5+ years of progressive experience in Human Resources Knowledge, Skills and Abilities

Project management Data analysis and management Excellent presentation and communication skills Coaching and consulting Autonomy and accountability Commerce with a customer-service orientation Strong collaborative team player capabilities Experience with a citywide performance management system Advanced Microsoft Office and virtual collaboration tools Equal Employment Opportunity
