The purpose of this position is to manage the Health, Safety & Environment (HSE) function to create and sustain a productive work culture and a safe work environment to prevent and minimize HSE-related problems. This includes training, programs, and processes with a visible commitment to protecting the environment and maintaining employee productivity.
Responsibilities
Manage and train subordinates assigned to HSE activities on large-scale projects; duties may include budgeting, staffing, and scheduling; preparation of certification/classification programs and supporting HSE documents; coordination and execution of safety cases (SC) and support studies; Quantitative Risk Assessments (QRA); Process Hazard Analyses (PHA); Fire Protection Specifications (FPS); and Environmental Impact Assessments (EIA) as required by certification or regulatory entities
Provide guidance and interpretation of Company HSE practices and procedures to business lines, project management, and Company organizations in relation to client requirements and current legislation
Make independent decisions on engineering/scientific problems and methods related to HSE using advanced techniques and practices
Develop, customize, and supervise the implementation of HSE programs, including site-based HSE orientation and recognition programs, to promote a balance between productivity and safety
Run gap analyses to identify and address program gaps between Company practices, client requirements, and regulatory/legislative requirements
Initiate and maintain HSE standards and goals through company or project-wide programs to heighten safety awareness and productivity
Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
Other duties as assigned
Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field and eight (8) years of related experience, or twelve (12) years if non-degreed; local requirements may vary by location
Ability to communicate effectively with management, coworkers, clients, vendors, contractors, and other stakeholders
Job-related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Attention to detail and the ability to work in a time-conscious and time-effective manner

EPC construction experience
Greenfield project experience
Preferred Qualifications
Intermediate computer and software skills, including word processing, email, spreadsheets, and electronic presentations
