Position Overview Summary:
The Assistant Chief of Police is the second highest ranking member of the Police Department and a command rank Police Officer appointed by the Chief of Police. Serves at the direction of the Chief of Police as a Department Commander, effectively planning, organizing, coordinating, directing, and supervising and managing departmental personnel, activities, and resources.
Responsibilities
Provide supervision, support, and management of the departmental divisions and coordinate resources and activities.
Assist in developing and implementing departmental goals, objectives, policies, and priorities; oversee policies, procedures, and plans related to departmental services and operations.
Develop and implement policies and procedures; provide direction and training to increase productivity and efficiency.
Coordinate activities with subordinate supervisors and other departmental personnel to ensure consistency with Administrative Directives, City Ordinances, policies, procedures, and laws.
Assist in planning and directing the Department's work plan; assign projects; review methods; meet with staff to identify and resolve problems.
Evaluate workload and internal reporting relationships; identify opportunities for improvement and implement changes.
Assist in formulating significant policies, prepare staff reports and other necessary correspondence.
Assist in recruiting, motivating, and evaluating department staff; coordinate training and administer disciplinary procedures when needed.
Establish lines of communication with the community to stay in touch with citizen needs and deliver quality services.
May serve as Chief of Police in the absence of the Chief of Police.
Attend City and community meetings as needed or directed.
Plan and coordinate division activities; evaluate crime and enforcement trends; adjust staffing as needed; resolve workload and technical issues.
Review enforcement and investigation activities to ensure compliance with department policies, customer service goals, and applicable laws.
Provide leadership to ensure efficient operation and achievement of department goals.
Maintain integrity, professionalism, and accountability within the Police Department.
May be required to respond afterhours during emergencies.
Testify in court proceedings as needed.
Adhere to personnel, safety, and departmental policies and directives.
Keep the Chief of Police informed of relevant activities.
Lead major department projects and prepare monthly activity reports and other required reports.
Safely perform all essential duties as outlined in the Police Officer Job Description for this rank and subordinate ranks.
Perform other duties as assigned.
Qualifications
Bachelor’s degree from an accredited college or university in police science, criminal justice, public or business administration, or a closely related field.
Five (5) years in a command or supervisory role above the rank of Sergeant; or an equivalent combination of education or experience.
Peace Officer Certification from the Texas Commission on Law Enforcement (TCOLE) required.
Licenses & Certifications
Advanced Peace Officer Certification from TCOLE preferred.
Must possess a valid Texas Driver License; driving record must comply with City policy.
Preferences
Master’s degree in a management or law enforcement-related field preferred.
Advanced leadership development program completed (e.g., FBI National Academy, LEMIT, LECOP, SLMP) preferred.
Experience with state or national accreditation for a Police Department preferred.
Bilingual in Spanish and English preferred.
Experience with Community Engagement and Community Oriented Policing preferred.
Knowledge, Skills, and Abilities
Effective verbal and written communication; ability to prepare presentations and management-level reports.
Travel to attend meetings, conferences, and training; reliable attendance.
Proficiency with computers and related software; provide excellent customer service.
Knowledge and Skills Areas
Administration and oversight of a municipal police department.
Law enforcement principles, crime prevention, and evidentiary rules.
City policies and procedures; basic accounting and financial management.
Strategic planning and public relations principles.
Skills
Handle confrontational situations and emergencies calmly and effectively.
Leadership, project management, and change management.
Public speaking, program analysis, and reporting; ability to analyze information and make recommendations.
Reading, interpretation, and application of laws, codes, and procedures.
Working Conditions
Frequent sitting, talking, seeing, hearing, and manual dexterity.
Occasional lifting up to 10 pounds.
Standard office environment; may require afterhours or weekend work during emergencies.
