To be considered for this position, candidates must: Be serving permanently in the title of Civil Engineer, or have filed, taken, passed, and be reachable on the open-competitive list, Exam #4030, and the promotion list, Exam #4522, which will be used first, or be eligible under the 55-a program. Under the direction of the Director of Design & Planning, the Manager of Design is responsible for: Coordination, oversight, and evaluation of design activities within the BQE, Design-Build, and Emergency Contracts Unit. Providing support to related construction activities. Serving as the primary communication link between Design/Planning and In-Field Construction activities. Monitoring and evaluating the performance of private consultants and contractors. Evaluating complex design reports, calculations, design plans, construction concepts, and schedules, and recommending appropriate actions. Developing Technical Specifications for Design-Build projects. Serving as the primary liaison and oversight for complex tasks involving structural components. Documenting progress and technical conclusions through reports, memorandums, registers, and presentations. Ensuring all work complies with City, State, and Federal guidelines. Representing the Division in dealings with various agencies, utilities, contractors, engineers, and the public. Performing additional administrative and engineering functions as determined by leadership. Preferred Skills include: Analyzing and evaluating complex technical data related to bridge and highway projects. Effective communication with consultants, utilities, and agency representatives. Supervising engineering staff in planning, organizing, and controlling Design-Build projects and Emergency Contracts. Writing clear reports, letters, and memos. Experience in transportation Design-Build environments. Ability to work under pressure, meet deadlines, and develop innovative solutions for field conditions. Location: 55 WATER ST, MANHATTAN, NY.
