We are seeking a Supervising Engineer (Engineer IV) to become part of King County’s growing world class organization. We are looking for a knowledgeable, agile, and collaborative individual to lead the Utility Inspection team in the Engineering Section of Roads Division.
The Utility Inspection team supports King County’s mission to keep our roads safe and open while ensuring permit compliance of utility work. The successful candidate of this position will play a key role in leading the team to ensure quality control of franchise utility work within King County right-of-way. The position will: Provide effective supervision and problem-solving to address program issues Increase communication between the county and franchise utilities Incorporate equity by providing inclusive support across the team Provide effective mentoring of newer team members for succession planning This position supervises the Utility Inspection Unit to ensure effective implementation of systematic standards, methods, and procedures and to provide consistent application of plan review, quality control enforcement programs for all franchise utility construction on King County right-of-way.
Job duties include: Supervise and evaluate the performance of staff responsible for the plan review, inspection, and enforcement of all utility-related work on King County right-of-way. Determine level and method of restoration of the right-of-way. Provide full-time supervision to the Utility Inspection program to ensure consistent review, inspection, and enforcement of permits. Have progressively responsible field utility inspection experience and supervisory experience. Advanced knowledge of County utility franchise policy and procedures. Advanced knowledge and experience in quality control in road building and work zone traffic control standards. Knowledge and skill in management techniques and principles. Knowledge and experience in work program development. Knowledge and experience in budget development, monitoring and administration. Knowledge and skill in public political processes. Knowledge and experience in computer applications such as MS Word, Excel, Access, PowerPoint presentation software. Skill in interpersonal relations and conflict resolution. Skill in negotiation. Skill as an innovator and problem solver when addressing program issues in a team setting. Skill in preparing and interpreting technical reports. Skill in project development and ability to manage multiple projects and priorities. Skill in organization and time management. Skill in technical and business writing. Skill in effective decision making. Skill in working effectively with diverse populations and customers. Skill in maintaining effective working relationships. Ability to handle politically sensitive issues. Skill in performing oral presentations to a variety of audiences. Necessary Special Requirements:
Valid Washington State Drivers license or the ability to travel safely throughout King County including remote locations in a timely manner. Employment will be contingent on a pre-employment physical and reference checks. Interviews are anticipated to take place the week of July 10, 2023.
The typical work schedule for this position is 7:30 am – 4:00 pm, Monday – Friday. This position is overtime eligible. This position is represented by Professional Technical Employees Local 17. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The individual in this position will be meeting with community members and organizations and will be expected to engage in face-to-face interactions, as COVID-19 restrictions permit, throughout unincorporated King County.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions may be required, including the wearing of masks in some situations.
