Position Overview
Seattle is in the midst of historic infrastructure investment and growth — with overlapping public and private construction projects and large-scale events reshaping how people move through the city. To meet this moment, we are establishing a new division focused on proactive construction coordination and mobility management. We are seeking a visionary, strategic, and collaborative Division Director to lead this effort. As Division Director (under the City's classification title of Executive 2), you will establish and lead a newly formed team responsible for ensuring that Seattle remains accessible and connected — for all modes of travel — during a time of intensified construction activity and increasing demands on our public right-of-way. This executive-level role will report directly to Deputy Director and will serve as a key leader within the department, responsible for shaping citywide strategies that minimize mobility disruptions and promote equitable access across Seattle. About the Role
You will oversee a team of 13+ Full-Time Employees (FTEs) and lead efforts to: Coordinate Long Term Project Planning: Oversee coordinated planning across city capital projects, private development, and utility work to reduce conflicts and maximize efficiency. Short-Term Operational Coordination: Direct efforts to manage construction schedules, street closures, and right-of-way usage in a way that minimizes disruption and prioritizes public mobility. Event Planning and Response: Ensure major events — from cultural festivals to sporting events — are planned and executed with citywide mobility and accessibility in mind. Provide executive leadership for the newly established division, ensuring a cohesive and centralized approach to large project construction coordination across jurisdictions. Oversee and integrate the following teams into the new division: Hub Coordination Team: Focused on areas of high construction intensity, reviewing construction management plans and supporting large-scale projects. Project Coordination Office: Dedicated to long-term project coordination during early design stages, identifying potential conflicts and opportunities for collaboration. Major Project Coordination/Strategic Outreach Team: Responsible for strategic communications, outreach, and engagement with transportation partners and public stakeholders. Build and maintain long-term relationships with stakeholders, fostering consistent and meaningful dialogue around construction coordination and mobility management. Elevate awareness of SDOT’s capabilities and strengthen the department’s role as a leader in construction coordination and mobility management. Support department goals in promoting diversity and social justice. Minimum Qualifications
Bachelor’s degree in Engineering, Transportation Planning, Urban Planning, Public Policy, Public Administration, or a related field. Seven (7)+ years of progressively responsible experience in planning, public policy, or local government administration. Five (5)+ years in a supervisory, management, or executive-level role. Current Washington State driver’s license or evidence of equivalent mobility. OR: A combination of education, training and/or experience that provides an equivalent background to perform the job. Your success in this position will depend on your ability and/or experience in the following: Senior or executive-level leadership experience managing complex, multi-stakeholder initiatives in areas such as transportation, infrastructure, construction coordination, business management, public administration, utilities, or other fields requiring strategic planning and operational oversight. Proven ability to lead diverse teams, develop and execute organizational and business strategies, and collaborate effectively with elected officials, partner agencies, private sector leaders, and community stakeholders. Strong expertise in navigating organizational, political, and community dynamics to achieve results in high-pressure, high-visibility environments. Strong organizational and business management skills, including expertise in budgeting, financial oversight, enterprise operations, and risk management. Effective communication and engagement skills to build and sustain relationships with internal teams, partner agencies, and public stakeholders. Thrive in a multi-cultural workplace and serve a diverse customer base with professionalism and inclusivity. Work Environment/Physical Demands
Most work is performed in a normal City work/office environment with hybrid options at this time. May be required to work nights, evenings, weekends, and/or holidays.
