This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
You will plan, develop, and deliver rail grade safety improvement projects, and coordinate and deliver construction and maintenance agreements for trunk highway projects involving railroads. Projects include a variety of safety initiatives such as replacing antiquated crossing equipment, grade separations, the installation of new signal systems, and grade crossing closures. Projects include a combination of partnership funds from the Department of Public Safety (state funds), funds from Federal Highway Administration (federal funds), and other state fund sources (bond funds, general funds, trunk highway funds). This position represents the state at meetings with local, state, and federal officials, MnDOT staff, and interested parties involved in these projects.
In addition to the federal program, you will develop and manage activities and initiatives that include 1) state funded grade crossing safety programs; 2) crossing safety program outreach; 3) the implementation of a new risk-based project selection process for safety program. You will provide project management and oversight of MnDOT agreements for railroad safety projects, which include crossing closures, signal projects, trunk highway projects.
MnDOT does not sponsor applicants for visas or Optional Practical Exam for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.
Minimum Qualifications
Three years para-engineering experience (Engineer Specialist or equivalent) providing project development that demonstrates:
Experience with Federal Highway Administration regulations regarding the appropriate process for the development of construction plans and agreements; Experience with grade crossing safety issues such as traffic and geometric problems; Experience with rail coordination best-practices; Experience with scoping, estimating, and preparing preliminary and final plans; Experience with creating construction agreements; Experience with MMUTCD, AASHTO and department guidelines for the development of highway engineering plans; Valid driver’s license.
