This position is located at Central Office in St. Paul and may have telework, hybrid, or in-office options. The incumbent will coordinate telework arrangements with their supervisor as needed. Responsibilities

This historian position directs and performs cultural resources reviews for FHWA-funded and MnDOT-funded projects under Section 106 of the National Historic Preservation Act and Minnesota statutes. Responsibilities include statewide cultural resources contract management, consultation, training, and liaison activities related to FHWA-funded (state/local) and MnDOT-funded projects. Activities include: Communication with consultants, FHWA, MnDOT offices and districts, local project proposers, SHPO, THPO, and the public. Managing Section 106 reviews for federal undertakings and MnDOT projects, including delineating the area of potential effects, inventory and evaluation of historic properties, assessing effects, and developing mitigation agreements. Managing historic bridge rehabilitation projects and leading the MnDOT historic bridge program. Completing contract management tasks and directing consultants. Ensuring compliance with federal/state historic preservation laws, rules, procedures, and policies for transportation projects statewide. Note: MnDOT does not sponsor visas or STEM OPT for applicants. Applicants must be legally authorized to work in the US at start of employment. Minimum Qualifications

Applicants must meet or exceed the Secretary of the Interior’s Professional Qualification Standards (36 CFR Part 61) to act on behalf of the FHWA. See https://www.nps.gov/articles/sec-standards-prof-quals.htm You must meet one qualifying focus from 36 CFR Part 61: History focus

A graduate degree in history or a closely related field; OR a bachelor’s degree in history plus: At least two years of full-time experience in research, writing, teaching, interpretation, or related activity; or Substantial contribution through research/publication in history. Architectural History focus

Graduate degree in architectural history, art history, historic preservation, or related field, or a bachelor’s degree in architectural history/art history/historic preservation with two years of relevant experience; or substantial scholarly contributions in architectural history. In addition to federal requirements, candidates must have: Three (3) years of advanced professional experience as a principal investigator in cultural resources surveys, NRHP eligibility determinations, report writing, engaging with consulting parties, and developing/implementing Section 106 policies; two (2) years of this as PI or similar role; Experience with federal historic preservation procedures, NHPA Section 106, NEPA, and Section 4(f); Experience with project management and contract management; Strong written and oral communication for stakeholders and meetings. Preferred Qualifications

5 years as PI or similar role. Experience with Minnesota architecture-history identification/evaluation. Experience with historic bridge rehabilitation projects. Knowledge of GIS (ArcPro or ArcGIS Online). Experience with Minnesota laws such as the Field Archaeology Act, Historic Sites Act, and Private Cemeteries Act. Experience applying the Secretary of the Interior’s Standards to transportation-related historic properties. Prior regulatory experience overseeing Section 106 implementations in DOT or SHPO/THPO settings. Additional Requirements
