The Executive Director for Primary Care Service Lines is responsible for the development and implementation of a comprehensive Rush Medical Group (RMG) business plan addressing the strategic, programmatic, and operational aspects of the Primary Care service line throughout Rush. The service line functions as a strategic business unit across Rush University Medical Center (RUMC), Rush Oak Park Hospital (ROPH), Rush Copley Medical Center (RCMC), and Rush ambulatory sites. In partnership with the physician leadership, this position coordinates activities across Rush hospitals and oversees the growth of satellite and affiliate operations. The role guides the strategic growth of service line offerings, ensuring Rush develops tools and processes to manage market and service line priorities efficiently and effectively. The Executive Director adheres to the missions, visions, and values of RMG and Rush, and follows Rush policies and procedures. Responsibilities

Partner with physician leadership and practices, university, and health system leadership to drive service line strategy. Collaborate with system and entity leadership to establish a leadership network including designated dyads and steering groups as appropriate. Oversee strategic and business planning processes including space planning and provider recruitment planning. Provide operational oversight of ambulatory areas and align with hospital operations to ensure that service line goals are achieved. Ensure the goals and scorecards align with Rush’s strategic priorities. Coordinate Efforts Of Service Line Executive Steering Committee Develop and maintain a charter, policies and procedures for the executive committee. Members include Medical Directors, department Chairs, research leaders, entity and executive leadership, medical directors and/or administrators of each division and/or program. Work with entity leadership and Rush University Medical Group (RMG) leadership to develop and manage annual budgets including defining volume targets and resources necessary at Rush operating entities to achieve service line goals. Manage and improve service line activity along key performance metrics for related clinical subspecialties including volume growth, patient satisfaction, access, quality measures, service line profitability and staff and physician engagement scores. Develop and manage a shared service model that optimizes efficient use of staff to achieve service line goals. Work with Rush Clinical Chairs and Physician leadership to develop and administer annual incentives that include both inpatient and outpatient metrics. Monitor and report on progress for agreed upon annual goals and objectives. Planning And Budgeting

Create and obtain approval for an annual work plan and budget. Develop a strategic plan for the service line with near-, medium-, and long-term goals and tactics. Develop and track progress of the Primary Care service line business plan(s) updated annually in accordance with the budget process. Review and provide input on annual budgets and resource allocation related to service line initiatives across Rush. Review key performance metrics of key clinical subspecialties (volumes, patient satisfaction, access, quality measures, profitability). Review and monitor progress on annual goals and objectives and execute course corrections where appropriate. Ensure service line expenditures align with budget with Steering Committee and/or Service Line Center leadership approvals. Marketing

Coordinate the development of an annual marketing plan, including digital strategies, consumer and physician marketing strategies, and community engagement. Serve as a key administrative representative for Marketing Department to implement marketing campaigns, service promotions, and events designed to enhance reputation and build utilization of service line services. Oversee development and implementation of physician conferences, mailings, meetings, and programs to build relationships with external referring physicians, including coordination of CME and other regional educational events. Operational

Provide oversight of ambulatory operational administrators at ambulatory sites across Rush. Establish and implement staffing standards to align with the RMG operational model and service line goals. Work with hospital operational leaders of inpatient and procedural areas to achieve service line goals. Administrative Duties

Develop guidelines and measurement systems to ensure quality and service level standards across clinical services (quality outcomes, access metrics, patient satisfaction, interdisciplinary communication, referring physician communication). Manage staff in utilization support to develop qualitative and quantitative analyses. Collaborate with health system stakeholders to ensure accurate reporting to public and private registries as required. Development

Identify and prioritize strategies that facilitate philanthropic support across key clinical programs. Work with the development department to identify and implement fundraising strategies. Provide knowledge and advice to development officers as requested. As requested, work with donors to secure support and meet gift expectations. Coordinate development-related events related to the neuro and cardiology Service Lines with the Development Department. Required Job Qualifications

Master’s degree in a related area (hospital administration, public health, business administration, etc.). Minimum 10 years of experience in a hospital or ambulatory setting managing specific clinical services or related programs, with 7 years’ experience as a healthcare leader. Demonstrated record of maintaining medical care excellence and achieving performance and financial goals. Demonstrated marketing capability, financial and analytic skills, and business acumen necessary to assume responsibility for the service line. Experience with marketing and public relations strategy, financial planning, budget and capital planning. Ability to interact with and support activities of physician faculty, consultants, and primary care physicians. Ability to promote increased utilization of services through business development and to develop, present, implement, manage, and maintain meaningful programs/services. Understanding of and appreciation for the culture and environment of managing a sophisticated program in a growing, competitive market. Ability to lead and manage people, including hiring, developing, motivating, and retaining staff to meet objectives. Strong interpersonal skills, writing ability, flexibility, entrepreneurial spirit, professional appearance, executive demeanor, and work ethic. Leadership qualities including a broad vision of healthcare trends, assertiveness, and sensitivity to stakeholders and constituencies.
