The Communications & Security Specialist 1 will provide communications services within the Police Department at SUNY Upstate. The primary responsibility is to function as the initial point of contact between the police and the public, performing dispatching activities, and using various databases, online systems, and multiple video sources. The Communications & Security Specialist 1 will provide communications services within the Police Department at SUNY Upstate. The primary responsibility is to function as the initial point of contact between the police and the public, performing dispatching activities, and using various databases, online systems, and multiple video sources.
Duties include but are not limited to: maintain status and control over all mobile radio units in service; reports emergency situations to supervisory personnel; operate radio receiver and broadcast equipment, telephone equipment, the New York Statewide Police Information Network (NYSPIN) terminal equipment, personal computers, closed circuit television systems, and electronic security systems. Monitors and controls electronic access system, retrieves and reviews messages, prepares written reports; operates logging devices. Maintains communications files and performs other communication-related duties as required by the shift supervisor. May perform security guard duties to support campus police operations.
Must possess and maintain a valid NYS driver’s license.

P lacement ( HELP ) Program, During this program, the NYS Civil Service Exam requirements are suspended for the University Police Communication and Security Specialist 1 title.
For consideration for this title, you must meet one of the following minimum qualifications:
NYS Department of Civil Service Eligible List or eligible for transfer
Or
Promotional
You must be a qualified employee of the State University of New York and have had one year of permanent competitive, non-competitive NY HELPS*, or 55-b/55-c service as a Security Services Assistant 1, Security Services Assistant 2, or Security Officer.
Open Competitive (Non-competitive, NY HELPS) Qualifications
Either 1.
one year of full time experience as a Police or Peace Officer;
Or 2.
one year of full time experience as a dispatcher for a public safety agency including fire departments, emergency medical services, or law enforcement;
Or 3.
one year of active service and an Honorable Discharge from the United States military, where you served as a dispatcher or military police/security personnel;
Or 4.
30 semester college credit hours from an accredited school (college must be recognized by the NYS Education Dept).
Examples of Non-Qualifying Experience:
Taxi, limousine, or bus service dispatcher; automotive service dispatcher; trucking dispatcher; or maintenance dispatcher.

Program. During this program, the NYS Civil Service Exam requirements are suspended for the Upstate University Security & Communications title.
NY HELPs appointments may be temporary pending commissioner approval or permanent non-competitive based on candidate eligibility.
If appointed to a University Police Communications and Security Specialist 1 position, you must obtain a Security Guard Photo ID from the New York State Department of State within 90 days of appointment.
