Overview
Federal Realty Specialist Professional (Fed Grade Level: GS-12) – Kansas City, MO. Full-time position to provide administrative and professional support services across locations in the Heartland Region (Missouri, Iowa, Nebraska, Kansas). The contract may include placement at GSA Field Office locations in Kansas City, MO. Responsibilities
Serve as a project manager for projects in Federal space. Work with tenant agency personnel, architects and engineers or other technical personnel to review space requests, monitor build-out and acceptance of space. Review requests for space from customer agencies and determine types of resources necessary, utilizing budget development and resource allocations. Develop housing strategies; provide technical advice and assistance to customer agencies regarding their space requests; consult with customers on amount, type and location of space. Analyze space inventory for utilization of existing federally owned space to satisfy agency requirements. Identify projects and develop scopes of work for contract service providers; assist agencies in developing space specifications and occupancy agreements. Coordinate space layout and design; coordinate agency relocations and identify needs including Integrated Services. Coordinate estimates and budget responsibilities for each project; ensure costs are properly allocated. Classify and assign space, inspect and accept space, and ensure alterations meet agency requirements. Request reimbursable work authorizations; work as part of an integrated realty team with Account Managers, Asset Managers, Project Managers and Property Managers. Coordinate completion of Occupancy Agreements; possess knowledge of Occupancy Agreement tools and funding; bill client agencies through Rent Bill Management. Ensure assignment drawings for Federal Buildings are kept up to date, coordinating with Property Management Centers, Space Planners and Data Managers to comply with CIFM and eSmart. Qualifications
In-depth knowledge of agency policies, regulations and procedures including GSAM, FAR and FPMR related to property utilization, outleasing and management for complex issues. Ability to exercise judgment in coordinating matters involving diverse agency needs and changing requirements. Ability to integrate legal, appraisal, engineering, architecture, fire and life safety, urban planning and finance to coordinate projects and resolve conflicts. Effective written and oral communication on realty matters. At least 2 years of specialized experience in real estate programs including design, construction, building, space management, safety, environmental management and project management; Comparable Federal Grade Level: GS-12.
