Overview

The Cultural Resource Archeologist - State Prog Admin Coordinator position directs and performs cultural resources reviews for FHWA-funded and MnDOT-funded projects under Section 106 of the National Historic Preservation Act and Minnesota State Statutes. The incumbent conducts statewide cultural resources consultation, contract management, training, and liaison activities related to FHWA-funded and MnDOT-funded projects and permit reviews. The role ensures compliance with federal and state historic preservation laws, rules, procedures, and policies for transportation projects within Minnesota. The position is located at MnDOT Central Office in St. Paul and may offer telework, hybrid, or in-office arrangements as determined with the supervisor. Responsibilities

Direct and perform Section 106 reviews for federal undertakings and MnDOT projects, including delineating the area of potential effects, inventory and evaluation of historic properties, assessing effects, and developing mitigation agreements. Conduct statewide cultural resources consultation, contract management, training, and liaison activities with consultants, FHWA, MnDOT offices and districts, SHPO, THPOs, and the public. Manage contracts and direct consultants to ensure compliance with federal and state historic preservation laws, rules, procedures, and policies. Coordinate and communicate findings and recommendations to stakeholders and participate in development of policies and procedures for project reviews. Minimum Qualifications

Must meet federal requirements for an archaeologist as outlined in 36 CFR 61: Secretary of the Interior’s Professional Qualification Standards. Requirements include: A graduate degree in archaeology, anthropology, or closely related field, plus: At least one year of full-time professional experience or equivalent specialized training in archaeological research, administration, or management; At least four months of supervised field and analytical experience in general North American archaeology; and Demonstrated ability to carry research to completion. Note: A professional in prehistoric archaeology shall have at least one year of full-time professional supervisory experience in prehistoric resources; a professional in historic archaeology shall have at least one year of full-time professional supervisory experience in historic resources. In addition to federal requirements, applicants must meet: Three (3) years advanced professional experience in archaeological work, including two (2) years as Principal Investigator in field surveys/testing of Pre-Contact sites, evaluating sites for NRHP eligibility, report writing, stakeholder engagement, and Section 106 policy development; Experience with federal historical procedures and guidelines related to cultural resources reviews, including Section 106, NEPA, and Section 4(f); Experience interpreting Minnesota Field Archaeology Act, Minnesota Historic Sites Act, and Minnesota Private Cemeteries Act; Project management and contract management experience; Strong written and oral communication skills for stakeholder engagement and presenting project information; Experience with GIS (ArcMap, ArcPro, ArcGIS Online) including coordinate systems, projections, data conversion, queries, and data editing. Preferred Qualifications

Five or more years as a Principal Investigator. Experience with upper Midwest archaeological investigations and Post-Contact era archaeology. Knowledge of ArcGIS and experience in a regulatory role overseeing Section 106 implementations in DOT or SHPO/THPO contexts. Experience collaborating with tribes on cultural resources issues, especially Minnesota tribes. Additional Requirements
