Overview
The Special Programs Payroll Coordinator Senior is responsible for processing agency specialized payrolls including domestic and global payrolls. The incumbent will process and audit automatic and manual domestic and global payrolls, provide assistance and support with payroll related requests and issues, and assist with ensuring agency compliance with state, federal, and global/host nation laws and regulations. The incumbent will proactively work with the Employee Payroll team, Finance staff, and agency business units and employees. What you will do
Administrates and processes the agency specialized payrolls such as the Excess Benefits payroll including manual voucher payments in accordance with the established federal, state, and local regulations, policies, and procedures. Provide back-up support with the processing and auditing of the agency domestic payrolls in accordance with the established federal, state, and local regulations, policies, and procedures. Provide back-up support with processing and auditing of the agency global payrolls including expatriate and direct local hire employee payrolls in accordance with the established federal, state, local, and host country regulations, policies, and procedures. Provide back-up support with the onboarding and offboarding of domestic and global employees to/from the statewide payroll system and the agency third party global payroll provider. Collect, prepare, and submit federal tax forms in accordance with Internal Revenue Service requirements (941, 1099-MISC, W-2’s, etc.). Prepare and submit out of state tax withholding, as well as other various state returns and/or reports as required by individual state law. Collect and report payroll data for the annual SORM Risk Management Assessment Report. Request and complete employee employment verifications requests (Mortgage verifications, Worker’s Compensation requests, etc.). Assist with the required monthly and annual reconciliations, including ERS insurance, TRUST payroll reporting, TRS annual salary limit reconciliations, and Texas Workforce Commission quarterly reporting in accordance with state and agency regulations, policies, and procedures. Compile payroll data and develop ad hoc reports in response to internal and external information requests. Manage relationships with external and internal business partners to ensure the timely and accurate processing of payroll and the safeguard of employee data. Assist with researching and interpreting federal, state, local, and global employment and tax laws and requirements related to domestic and global payrolls. Departmental Support
Respond to inquiries from employees, oversight agencies, and vendors regarding payroll related topics such as payroll processes, regulations, policies, procedures, and provide technical assistance with CPA systems. Provide new employee and manager training on payroll related topics such as payroll policies, procedures and CPA systems. Assist with reviewing existing procedures and processes for continuous improvement opportunities including systems enhancements and changes to processes, procedures, and policies. Communicate with agency staff, Comptroller’s Office, Employee Retirement System (ERS), Texas Workforce Commission (TWC), the State Auditor’s Office (SAO) and the Office of the Attorney General (OAG) to research, explain, and/or resolve complex payroll, leave, or retirement-related questions, issues, and problems. Develop and maintain appropriate internal controls to ensure proper administration of payroll processes. Assist with ensuring that all operations are covered and productivity, customer service, and quality goals are met. Performs related work as assigned. What you will bring
Required Education Bachelor’s degree from an accredited college or university in accounting, finance, or a related field. High school diploma or equivalent and additional payroll, accounting, detailed financial analysis or related work experience may substitute for the required education on an equivalent year-for-year basis. Required Experience Five (5) years of full-time directly related, progressively responsible experience in payroll, accounting, detailed financial analysis or related experience. Two (2) years of full-time directly related, progressively responsible experience in global payroll administration or related experience. Experience may be concurrent. A master’s degree or doctoral degree in a closely related field may be substituted on an equivalent year-for-year basis. Preferred Qualifications Experience processing and reconciling payrolls and coordinating leave and benefits in a State of Texas agency. Experience using the following State of Texas Systems: CAPPS Human Resources/Payroll, CAPPS Time & Labor, CAPPS Financials/General Ledger, Uniform Statewide Accounting System (USAS), Payment Services/Texas Identification Number System (TINS), WWICS, Uniform Statewide Payroll/Personnel System (USPS), Employees Retirement System (ERS) PeopleSoft system. Experience with the CAPPS CIET payroll load process. Experience developing adhoc payroll/time and labor reports in CAPPS Query Manager. Experience with utilizing data warehouses. Experience with unclassified payroll and benefits processing. Experience with benefits processing. Certification as a Certified Payroll Professional (CPP) and/or Certified Benefits Professional (CBP). Seniority level
