Under the general direction of the Vice President of Student Development, the Director of Campus Safety is responsible for the leadership and oversight of Kalamazoo College’s non-deputized 24/7 campus safety personnel/program. The Director develops, administers, and evaluates all safety and security functions, programs, and policies. These policies must be in compliance with all applicable state or federal laws and/or regulations. This position also requires an operational awareness of best practices and national trends related to campus safety/security and legal issues impacting higher education.
The Director proactively addresses safety and security concerns, implements action plans, and ensures related policies are consistently enforced. The Director will also ensure regular fire, safety, and security inspections are conducted within all College facilities; conducts investigations; and coordinates all matters involving on-campus parking including the issuance and control of permits. In addition, the Director provides administrative and operational guidance for a departmental staff. The Director will work closely with local emergency services. Lastly the Director will work with the Director of Institutional Equity and Accessibility to conduct Title IX investigations as may be necessary.
Staff Supervision
Recruitment and selection of Campus Safety Department staff.
Training and staff development, including quarterly group staff meetings.
Supervision, including scheduling and maintenance of the General Orders System.
Performance management, including regular individual meetings, provisional hire evaluations and annual written performance evaluations.
Administration
Department financial management and budget oversight, including staff scheduling and payroll.
Administration of the keycard access system, which includes handling computer data imports, time schedules, voiding and replacing lost/stolen cards, functioning as the system administrator for the campus keycard access and handling system problems, upgrades, and repairs.
Administration of College’s motor vehicle registration, parking regulations and enforcement.
Maintain and publish reports, including monthly criminal and conduct statistics, crime reports, annual DOE/Clery Act report and annual audit with KDPS on crimes around College property
Provide regular content updates to Dean of Student’s Office for Security Department web page
Emergency and Incident Response
Participate in foot and motor patrols.
Respond to emergencies, including the ability to physically be on campus, when necessary, within 30 minutes.
Respond to personnel and security incidents, ensure timely warning and community notifications when needed
Investigate violations of College policy and laws, including Title IX-related work.
Liaison with Kalamazoo Department of Public Safety and Western Michigan University police personnel, participate in investigations and follow up, write case reports, function as resource pertaining to criminal procedures.
Campus Safety Leadership
Convene the College Safety Coordinators Committee, which deals with personnel, fire and environmental safety issues. Serve as member of the College’s Crisis Management Team, plan annual “table top” crisis exercises. Coordinate K-Alert emergency notification system and testing.Review and recommend policies, regulations, programs and publications for the department, staff and College to enhance a safe College environment. Other duties as assigned The successful candidate will demonstrate many of the following skills, abilities, and characteristics: Education and work experience Bachelor’s degree in Police Science, Criminal Justice, Public Administration, law, or related fields or programs preferred; or a combination of education, training, and experience equivalent to five years that demonstrates required knowledge, skills, and abilities. Knowledge of security operations. Knowledge of city, state and federal regulations and laws as they relate to campus security. Skills and abilities Strong verbal and written communication and interpersonal skills; ability to communicate effectively with students, faculty, staff, guests of the College and law enforcement agencies. Demonstrated ability to effectively supervise, motivate, train and develop a competent team. Strong judgment and decision making skills; tact, discretion and ability and commitment to maintain confidentiality. Demonstrated ability to handle emergency situations and to work effectively in tense situations. Strong organizational and time management skills.Computer skills, including accurate typing and data entry; basic proficiency with Microsoft Office (Word, Excel and Access), web and email; ability to learn, retain and accurately use the keycard access system. Physical requirements Must be able to drive an automobile and must possess and maintain a valid Michigan driver’s license and a driving record satisfactory to the College’s insurers. Ability to walk, stand and sit for extended periods, to move between and within buildings and outdoor environments anywhere on the College campus, including during inclement weather conditions; ability to respond quickly in event of emergency. Ability to work in an office environment, including extended use of computers and telephones. Work schedule requirements: Ability and willingness to work a regular day time weekday schedule as well as additional evening and weekend hours as needed for special events and emergency response.
