Overview

The Center for Government Excellence (GovEx) is seeking a part-time Adjunct Instructor in City Data Practices for its What Works Cities (WWC) Program. The role focuses on integrating training and coaching to maximize data management and use capacity of city leadership, by building skills and evaluating impact at scale. The instructor will develop and deliver high-quality instruction in online formats for adult learners in the public sector and bring extensive background in city government and data use to create relevant content. Responsibilities

Online Course Design & Development: develop online course sites within the learning management system with course designers; ensure components adhere to course design standards; assist in preparing and producing recorded lectures; manage online course shells for each term; ensure courses launch on day one of each term; troubleshoot course functionality (discussions, surveys, quizzes, exams, multimedia, and external applications). Faculty Development: develop and administer training sessions and online resources for faculty on learning technologies, online learning, and multimedia instruction; facilitate on-site and remote training. Educational Technologies: maintain the online orientation course for new online students; develop training materials for instructional technologies (e.g., Blackboard, Zoom); serve as Blackboard administrator; coordinate email notifications; provide help desk support; coordinate new technology implementation and training; advocate pedagogical use of technologies; troubleshoot and report bugs; perform other duties as needed. Schedule: courses typically Tuesdays 12:00–1:30 PM EST for 8 weeks; additional 30-minute office hours Thursdays 12:00–2:00 PM EST; approximately 4–8 hours of work per week; collaboration with GovEx Academy team to develop course materials and grading. Qualifications

Minimum Qualifications Bachelor’s Degree in Instructional Design, Instructional Technology, Education, or related field. Two years of progressively responsible experience in course design and development, faculty training, or program/course assessment/evaluation. Additional education or related experience may substitute for required qualifications as permitted by Johns Hopkins University equivalency guidelines. Preferred Qualifications Experience in city government data practices. Experience with data governance frameworks, city data strategy, data sharing, data inventories, data quality, and/or qualitative data. Experience with online teaching and working with adult learners; prior teaching experience. Additional Information

Classified Title: Instructional Technologist; Job Posting Title: Adjunct Instructor; Location: Remote; Schedule: Monday–Friday 9:00 AM–5:30 PM; FLSA: Non-Exempt; Department: Centers for Government Excellence & Public Innovation; Salary: $26.00–$45.50 hourly (commensurate with experience).
