Overview
The Senior Human Resources Business Partner reports to the Manager, Human Resources and plays a pivotal role in aligning HR strategies with business objectives across assigned client groups. Focuses on workforce planning, organizational effectiveness, and talent development, and collaborates on cross-functional initiatives to tailor HR solutions to evolving needs.
Responsibilities
HR Partnership & Support: Build strong relationships with department leaders to understand priorities and provide proactive HR support. Lead or support the implementation of HR programs and assist with team alignment efforts. Provide guidance on team dynamics and change readiness. Serve as the HRBP lead in HR efforts supporting organizational initiatives such as process improvements and team member engagement. Workforce Planning: Perform job shadowing to understand departmental environments, work performed, and challenges. Lead the job description process with departments to ensure alignment with standards and accurate representation of work. Review turnover and productivity data to inform staffing recommendations. Collaborate with internal HR functions to support hiring and onboarding initiatives. Talent Management: Support performance management processes, calibration sessions, and development plans (IDPs, PIPs). Coordinate training with HR Learning & Development and serve as lead facilitator on topics. Support skill gaps, bench strength, and career development initiatives. Organizational Development & Engagement: Conduct stay and exit interviews, engagement assessments; facilitate team effectiveness workshops and conflict resolution sessions; analyze engagement survey results and support action plans. HR Analytics & Change Management: Collect and report HR metrics, prepare reports for leaders, ensure ethical and secure use of employee data; support leaders to foster adaptability and gather post-change adoption metrics. Employee Relations: Provide intake support for employee relations issues, escalate complex matters to Employee and Labor Relations, and ensure consistent application of policies. Other duties as assigned to support department operations. Qualifications
Bachelor’s degree in Business Administration, Human Resources, Organizational Development, Psychology, or related field. Minimum six (6) years of relevant HR experience in at least three of the following: compensation, benefits, absence management, talent management, workforce management, or employee relations. At least three (3) years of HRBP experience leading change management or workforce planning initiatives in an organization with 1,000+ employees. Experience with Tribal Governments and Casino-Hospitality is preferred (Yuhaaviatam of San Manuel Nation). Related or direct experience may substitute for educational requirements. Knowledge, Skills & Abilities
Ability to work flexible hours, including evenings, weekends, and holidays. Deep understanding of HR disciplines: talent management, workforce planning, organizational development. Familiarity with federal, state, local, and Tribal labor laws. Strategic thinking and business acumen; strong communication, facilitation, and influencing skills. Data analysis proficiency and HR systems experience; ability to build trust with leaders and stakeholders. Comfort with ambiguity and driving initiatives forward; high integrity and discretion with sensitive information. Licenses, Certifications & Registrations
Possession of or ability to obtain a gaming license as required by the San Manuel Tribal Gaming Commission. PHR, SPHR, or GPHR certification preferred. Driving: Regular travel between locations; valid driver’s license and vehicle insurance required. Role does not operate Tribe-owned or patron vehicles. Physical Requirements / Working Conditions
Office environment with travel to attend meetings, trade shows, and conferences. May require evening, weekend, and holiday shifts. Physical demands include light lifting and sedentary work; ability to operate computers and office equipment; ability to travel for promotional events and meetings.
