CLASS TITLE:

DISTRICT FIRE CHIEF for the community of Seeley Lake, Montana, a census designated population, in Missoula County. Population is variable with about 4,500 full‑time residents October to April and grows to approximately 10,000 residents in the summer. Seeley Lake is a rural/remote community about one hour from Missoula, one and a half hours from Helena and about one hour forty minutes from the Flathead Valley. Route 83 is a main through fare for traffic from Yellowstone National Park to Glacier National Park. Recreationists visit for hiking trails, lakes, views, mountain biking, snowmobiling and cross‑country ski trails. ACCOUNTABLE TO:

Exempt; Full time Primary Objective of Position:

The Fire Chief serves under the direction and management of the District Trustees. The District Fire Chief shall endeavor to provide protection of lives and property of the citizens of the Fire District from loss due to fire or related hazards; coordinates the operations of the Fire District with other jurisdictional departments and agencies; and performs other tasks as may be assigned by the Trustees. Prior to employment consent to criminal background check, pass a drug and alcohol test. Maintain a Montana driver’s license and personal vehicle insurance with liability limits not less than $100,000 per person / $300,000 per accident / $100,000 property damage liability. Knowledge and skill in operating all fire department vehicles, equipment, tools and apparatus. Required residence located within a 10‑minute response time of station #1. At least ten years’ experience in combination type fire agency, a bachelor’s degree or equivalent experience, public or business administration or related field preferred; supplemental course work in fire science and public administration from a college or recognized fire training school; progressively responsible supervisory and managerial experience as a chief officer; excellent communications and leadership skills; a high level of skill in management practices, collective bargaining, cost containment, and organizational relationships, experience in working with volunteer firefighters desired. Experience in Emergency Medical Services, ambulance operations, and maintaining EMS license of EMT or higher at both state and national levels. Perform both at stations and at work sites, which may involve exposure to conditions including extreme heat, cold and rapidly changing temperatures, hazardous and/or toxic materials, working at heights, climbing steep inclines and stairs, and working for extended periods of time. Job Functions / Responsibilities

Manage the day-to-day operations of the fire department, both emergent and non-emergent. Maintain physical condition necessary to perform the duties of Firefighter and EMT if necessary, and submit to an annual physical. Subject to random drug and alcohol testing. Knowledge and administration of fire department operations including fire suppression, emergency medical services, fire prevention, training and related activities; basic computer skills and software for emergency services. Administer the Rural Fire Department and supervise technical and general operations to achieve desired results, evaluated by the District Trustees. Plan, direct, and coordinate activities of the fire department; develop policies and procedures to advance department goals and provide efficient fire and emergency medical services to Seeley Lake. Supervise grants applicable to district operations; work with the district Medical Director in developing EMS policies and procedures. Negotiate and maintain mutual aid and automatic aid agreements with surrounding jurisdictions; foster inter‑agency cooperation and operations through cooperative agreements. Coordinate with private, state, federal and county departments to maintain public safety cooperation and coordination. Ensure efficient, effective, and safe deployment of staff and equipment to control fire and medical scenes quickly and effectively. Maintain policies, resolutions, employee manual and annual benefit packages in an organized, retrievable form. Oversee department training to ensure volunteers provide fire suppression, rescue and EMS in a safe, effective and efficient manner. Present information to citizen groups, community council, county commissioners, department members and public agencies if required; submit written reports at the next monthly District Board Meeting. Direct fire suppression and public safety emergency operations at major accidents. Supervise maintenance of department vehicles and equipment (fire engines, trucks, ambulances, hoses, pumps, fans and tools); ensure readiness and availability of materials and equipment. Oversee fire safety inspections of local businesses in compliance with applicable regulations; oversee investigation of arson and other fire causes as defined by regulations. Review and update standard operating procedures, special reports and research papers related to department responsibilities. Prepare an annual budget and exercise control to stay within the budget. Act as the district HIPAA privacy officer and ensure HIPAA compliance objectives are met. Act as Seeley Lake Fire Department program director with the National Registry of Emergency Medical Technicians (NREMT). Maintain all district aspects of the Seeley Swan Fire Plan. Oversee district communication plan and program district radios. Attend fire service conferences and educational meetings with budget consideration and Trustees’ prior approval. Represent the Fire District at local, state and national levels regarding legislative activities. Recommend sites, buildings and equipment for efficient use, operation and maintenance of the district’s properties; plan for future replacement of apparatus, equipment and vehicles. Represent the Fire District in all disaster operations and assist in the County’s disaster planning efforts if requested and approved by the Trustees. Enforce District, County, State and National fire prevention codes and standards. Plan, organize, assign and direct departmental operations with respect to equipment, apparatus and personnel. Direct preparations and analysis of District reports and records to ensure efficient operation and compliance with information requests regarding activities and personnel. Perform annual job performance reviews for District employees with written report to Trustees at the next monthly Fire District Board Meeting. Ensure district employees’ performance and actions meet expectations; respond to questions, complaints and requests from citizens; distribute department directives and information. Maintain, upgrade and purchase District computers, pagers, and radio equipment within the approved budget, including licensing per FCC rules and regulations. Recruit and retain volunteers; arrange CDL training for volunteers. Work with and supervise compliance of Pre‑Hospital Treatment Protocols with the Montana Board of Medical Examiners. Maintain security system and access to District facilities. Supervise, manage and enforce all volunteer fire department regulations, standard operating guidelines and bylaws; follow the firefighter code of ethics. Maintain accurate call/run reports for yearly totals and present monthly at District Board meetings; ensure accurate training records for state reporting under MVFCA and EMS incidents.
