Job Purpose & Position Overview The police lieutenant is a sworn management position within the Winnebago Tribal Police Department performing supervisory personnel management responsibilities over uniform police. The lieutenant provides leadership, management and direction to the patrol units and, when directed, to the dispatch and criminal investigators to ensure that the law is upheld and police services are rendered appropriately. In support of or in the absence of the chief of police, the lieutenant assists in the administration of the department or commands any of its divisions including, but not limited to, organizing, directing, staffing, controlling, and coordinating activities of the police department primarily involving the patrol operations.

Essential Duties / Responsibilities Demonstrate the Winnebago Tribe’s core mission, vision, and values. Abide by all Winnebago law enforcement policies and procedures. Must attend training to become or sustain law enforcement certification. Maintain law and order within the area of assignment by patrolling, investigating suspicious activity, and taking appropriate and/or immediate action, where warranted. Work proactively with law enforcement personnel to address community concerns and evaluate community input for issue resolution where applicable. Organize community forums and provide community orientation on special law enforcement programs that will involve written and oral presentations to community groups and organizations. Develop and implement community policing programs to build key partnerships with stakeholders as directed. Programs may include, but are not limited to, neighborhood watch, youth education, D.A.R.E, and G.R.E.A.T. Assist tribal programs and tribal court on follow-up of court cases as requested. Respond to calls concerning felonies and misdemeanors under Tribal, State, Federal and local laws. Respond to emergencies such as traffic accidents, confrontations, altercations, and disorderly conduct. Administer first-aid, NARCAN and/or CPR including use of oxygen and other equipment when necessary. Determine necessary action where serious crime or personal injury traffic accidents are involved; notify authorities, safeguard the scene, obtain information from witnesses, and develop preliminary investigative leads. Perform duties related to radar on high-traffic roadways, night surveillance in high-crime areas and participate in traffic and crowd control at community events. Operate and obtain certification on law enforcement equipment, including a breath analyzer to determine intoxication levels. Make arrests, present suspects to appropriate authority for booking or charging, and testify as an expert witness when required. Prepare statistical reports and submit daily and weekly narratives as needed. Enforce laws and regulations related to controlled substances. Perform other law enforcement duties as assigned by the chain of command. Conduct investigations of complex matters across varied locations, securing and protecting crime scenes. Collect and preserve evidence; manage exhibits and photographs; dispose of them after case completion. Control vehicular traffic and investigate traffic offenses and accidents involving impairment, fatalities, injuries, or property damage. Perform surveillance to obtain evidence and establish probable cause. Serve as a technical specialist for prosecutions in various courts. Familiarize other personnel with Federal and State laws; provide training in law enforcement skills. Analyze resources and prepare evaluation reports with improvement recommendations. Represent the Winnebago Tribal Police Department in technical phases of law enforcement in relations with officials and other agencies. Maintain liaison with internal and external law enforcement agencies; plan, direct, implement, evaluate, and coordinate law enforcement program functions.

Required Qualifications / Skills Certified Law Enforcement Candidates preferred. Completion of a recognized supervisory law enforcement training program, or completion within the first year of employment. Knowledge of employee relations and laws governing employee rights and responsibilities. Must have a valid driver’s license and meet driver’s eligibility requirements. Must not have felony or serious misdemeanor convictions or arrests on record. No DUI convictions within the last 5 years. No domestic violence convictions or history of domestic/family violence arrests or protection orders. Must be of good moral and ethical character with the highest professionalism. Basic knowledge of radio procedures and operation of radio equipment. Must acquire and retain law enforcement officer certification and first-aid/CPR certification. Proficiency in computer software and office equipment. Ability to handle situations with tact, courtesy, respect and objectivity, applying moral and ethical judgments. Knowledge of law enforcement methods, procedures, and techniques in unarmed defense, crime investigation, traffic control, and crowd control. Working knowledge of local, Tribal, State and Federal laws and related regulations. Understanding of Constitutional protections, search and seizure, questioning and arrests. Knowledge of handling suspects and differentiating felonies vs. misdemeanors. Ability to interpret and apply laws and regulations to ensure proper apprehensions. Knowledge of firearms operations and certification. Maintain confidentiality due to access to sensitive information. Ability to pass a federal background check and pre-employment drug screen; subject to random drug testing.

Education Required High School Diploma or GED required. College Degree preferred.

Training Requirements Willing to pursue a training and educational plan. Attend all department training and meetings as directed by the chain of command. Attend and complete basic Police Academy training within the first year of employment. Successful completion of law enforcement supervisory training or ability to complete within first year.

Certificates, Licenses & Registrations Graduate of an accredited law enforcement academy is required. Compliance with required background checks and notices per applicable regulations.

Physical Requirements Must be physically fit for duty; ability to lift over 50 lbs. Normal to very heavy work; ability to sit, stand, walk for extended periods; operate firearms and vehicles. Manual dexterity and full range of motion; sustained physical exertion for prolonged periods.

Special Conditions Must be at least 21 years old. Veteran status verification may be required; DD Form 214 for verification. Must sign a service contract with the Winnebago Tribe of Nebraska. Verification for Native American Preference if claimed. Must pass medical examination and Physical Efficiency Battery annually; disqualifiers apply. Complete required forms and undergo full background and psychological assessments as applicable. If uncertified, may be restricted to administrative duties until training/compliance is achieved.

Work Environment The environment involves high risks with exposure to potentially dangerous situations, including physical attack or threat with deadly weapons. Both indoor and outdoor work with exposure to inclement weather. Extended or irregular hours, nights, weekends and holidays may be required; shifts may rotate. There is a risk of injury or death in line of duty.

Mental Requirements Mentally fit for duty; strong reading, writing, and calculation skills; above-average social interaction skills; reasoning/analysis; ability to perform under stress.

Language Requirements Ability to read, write, and speak English fluently; effective professional verbal and written communication skills.
