Duties Summary
Social Workers and Human Services Professionals seek to improve the overall quality of life of people within the context of their environment through the remediation and prevention of their problems, and by improving accessibility, accountability, and coordination of service delivery among a variety of professionals and/or agencies tasked with providing appropriate services to clients. These professionals come from a variety of interdisciplinary bases, establish working relationships of mutual respect and trust with the clientele served, and utilize a variety of helping interventions to enable these clients to function as effectively as possible. These positions are found in a variety of settings and work with diverse types of people. They may be found in hospitals and other health service agencies, social service agencies, schools, correctional facilities, and programs concerned with substance abuse, aging, and family violence. Although work settings and clientele may differ, all Social Workers and Human Services Professionals use similar professional concepts, principles, and techniques regardless of the program in which they work. Social Worker or Human Services Professional II
is the advanced trainee level. Positions at this level continue to receive training in the principles, practices, and techniques of professional human services work and are assigned increasingly complex cases while continuing to advance toward becoming independent workers. Social Worker Or Human Services Professional III
positions are distinguished by the complexity of assigned cases and level of authority assumed by the worker. The following summarizes the types of positions found at this level: Type A:
Fully independent workers providing the full range of core human services work including assessment of needs, development and implementation of service plans, direct services such as advising/counseling and/or referral/coordinative services, and monitoring and adjusting service plans. Type B:
Do not function at the fully independent level; cases may be complex with challenges in obtaining appropriate services. Social Worker Or Human Services Professional IV
positions are distinguished by the complexity of assigned cases and level of authority. Types A and B described under the III level apply with greater complexity and independence, including program specialist roles, policy development, training, and monitoring. Type A:
Fully trained, experienced workers independently performing a full range of professional human services work for a largely complex caseload. Type B:
Program specialist or staff consultant in a fairly narrow scope within a larger program. Type C:
Experienced workers who supervise a small group of less experienced colleagues while performing core work. Social Worker Or Human Services Professional V
positions serve as supervisors over groups of lower-level staff or engage in program development and evaluation. Work under general supervision and include unit or program-wide responsibilities with staff guidance and development. Social Worker Or Human Services Professional VI
positions serve as supervisors over larger groups or as program development/evaluation specialists, under general supervision. Types A and B illustrate organizational and policy-level responsibilities. Minimum Qualification Requirements
GENERAL EXPERIENCE REQUIREMENT Social Worker II and III:
In accordance with Act 238, SLH 2005, applicants must possess a bachelor's or master's degree in social work from an accredited program, or a doctoral degree in social work from a regionally accredited college/university, or a comparable accreditation body. Human Services Professional II and III:
A bachelor's degree from an accredited four-year college or university with a minimum of 12 semester credit hours in behavioral sciences. For the Human Services Professional only: excess work experience or other responsible administrative/professional/analytical experience may be substituted on a year-for-year basis. Social Worker or Human Services Professional IV:
Social Worker: bachelor’s or master’s degree as above; Human Services Professional: bachelor’s degree with 12 relevant credits; substitution rules apply. Social Worker or Human Services Professional V:
Social Worker: bachelor’s/master’s/PhD as above; Human Services Professional: bachelor’s with 12 relevant credits; substitutions apply. Social Worker or Human Services Professional VI:
