Description SHERIFF DEPARTMENT DISPATCHER/JAIL ADMINISTRATOR Level: 200 What You Will Earn: The anticipated starting hourly rate for this position is $38.03 (Step 1) -$41.13 (Step 3)/hour depending on experience. With a full future earning potential of $38.03 (Step 1) -$52.05 (Step 9)/hour ($79,102 - $108,264 annually). This position is a full-time 40 hours per week and eligible for full-time county BENEFITS PACKAGE. JOB SUMMARY: Provides leadership and supervision of employees and inmates by managing operations, personnel, services, and programs within the Cook County Jail. This position is responsible for providing efficient and effective operation of the County Jail, while meeting all safety, security, statutory, and constitutional requirements. Performs administrative duties for the Cook County 911 Emergency Communications Center. This person works on his/her own initiative and has broad latitude for the exercise of independent judgment. Essential Functions/Responsibilities: The following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Provide day-to-day management and leadership of the County Jail, maximize operational effectiveness and achieve organizational goals and compliance with policy, statutory and governmental regulations. Develop, implement and enforce detention policies and procedures for the safe, secure and legal detention of inmates. Perform essential duties of the Corrections Officer. Direct the overall work schedule to ensure proper staffing levels are maintained at all times. Ensure the proper use of equipment, security devices, and other property of the facility. Conduct random inspections to ensure that living units are being maintained in an appropriate manner. Review all activity logs and reports of subordinates. Manage all aspects of contracted services including inmate housing, inmate food service, inmate commissary service, inmate laundry, inmate health service, and alcohol and drug abuse screening. Collaborate with medical providers for inmate medical health care day-to-day and long-term needs. Oversee all inmate programs relating to jail ministry, library services, AA, and other inmate social service programs. Administrate Cook County STS program. Meet with supervisors at STS work sites, transport inmates to work sites, maintain inmate work records, work with probation to monitor inmates at work sites. Serve as liaison and primary point of contact coordinating jail operations with staff from other law enforcement agencies served by the Cook County Jail. Respond to the Jail for major emergencies and available on-call after hours. Assume an active leadership role in response to incidents within the facility. Administrate jail information system, including inmate detention and medical records, inspection reports, correspondence, and statistical reports. Directs the investigation of inmate complaints and problems. Manage all aspects of the inmate disciplinary program and proceedings; provides due process as required by law. Oversee building management issues, such as maintenance, building expansion program, as they relate to the Jail so that the Jail space provides an optimal and safe work environment. Maintain supply/storage area, booking area, visiting area, and inmate housing. Transports or arranges transport for inmates to and from court for appearances, to other facilities for housing, hospitals or medical facilities, and from other counties/states for Cook County warrant arrests. Serve as bailiff or court security when necessary. Conduct daily interviews with inmates and cell checks for contraband. Conduct daily, weekly, and monthly security and safety inspections of the facility in compliance with the Cook County policy and as required by MN DOC. Assists with booking, fingerprinting and/or release of inmates. Maintain Livescan fingerprint and photograph equipment. Administrate suspense records. Review commitment orders and complete necessary paperwork. Provide service to the public needing civil applicant fingerprints taken. Provide use of force to subdue inmates in crisis or fighting. Dispatch Operations Perform telecommunications and Computer Aided (CAD) work to assist shift operations as required. Assist with statement transcriptions when needed. Serve as ARMER representative on Owners & Operators Committee for NE Region and on the Cook County Communications Committee. Administer ARMER Status Board for Cook County. Respond to PSAP for major emergencies. Administrate, schedule and oversee maintenance and repair of (NG) 911 communications equipment. Supervision and Leadership Assist in establishing Sheriff's office priorities and developing and administering the budget in association with priorities. Assist Deputies in emergency situations or backup on calls. Monitor the Jail and Communications budgets to see that the revenues and expenditures remain within the limits of the approved budget. Participate in decisions regarding the authorization and purchase of supplies and equipment. Prepare RFPs and manage process. Maintain effective working relationships and communications with Judges, State Officials, Court staff, other county offices and departments, and the public. Ensure coordinated work efforts are maintained and quality service is provided. May represent the Sheriff at the County Board meetings and/or at the County Board level in issues concerning the Jail or Communications Divisions. Conduct tours of the facility for public and private groups. Assess, monitor, and provide for training needs of jail staff, and ensure compliance with mandatory training requirements. Assure dispatch/jailer and transport officer time sheet accuracy. Investigate or direct the investigation of complaints against jail and communication staff using knowledge of state statutes, laws, employee labor agreements, County and Sheriff's Office policies and procedures, and training. Recommend disposition of complaints. Provide for yearly Dietician review of jail meal plan, Doctor's review of the jail health policy, Fire Marshall and Department of Health facility inspections, and Department of Corrections audit. Attend required training and maintain required certifications. Coordinate operations with other law enforcement agencies and County departments. Develop, recommend, administer, interpret, and enforce Jail policies and procedures. Provide instruction and technical guidance to staff to ensure conformance with established standards. Prepare and submit reports as requested to the Sheriff and Chief Deputy regarding.

Jail activities. Establish performance standards and appraise work performance. Prepare commendations and administer oral reprimands; effectively recommend disciplinary action including suspension and dismissal and assist in preparation of documentation and notification of such action. Perform and direct annual employee performance reviews. Participate in decisions regarding the hiring, promoting, rewarding, evaluating, disciplining, and termination of subordinates; handle grievances; schedule or monitor scheduling of personnel within the Jail to ensure proper coverage and staffing levels. Attend and represent the Sheriff's Office at district supervisory meetings. Attend and represent the County at regional and state meetings and conferences. Perform any miscellaneous duties or assignments as directed by the Sheriff.

Non-Essential Functions: Perform other related duties as assigned.

Minimum Qualifications: Education and Experience Bachelor's degree in management, Criminal Justice, or closely related field. Combination of relevant post-secondary education and Corrections Office experience to total five (5) years. Or an equivalent combination of education and experience sufficient to perform the essential functions of the job. Preferred: Corrections Officer experience with Cook County

Required Certifications/Licenses Must have a valid driver's license CPR/AED certification EMD certification Possession of or ability to obtain MN P.O.S.T. certification during probationary period CJIS certification Certification in the ICS 100, 200, 300, 400, 700, 800 or ability to obtain certification during probationary period

Knowledge, Skills and Abilities Ability to comprehend, follow and enforce Cook County jail policy and procedures; federal, state, and local laws, the MN Department of Corrections Chapter 2911 rules; and the rules of evidence and court. Knowledge of generally accepted accounting principles and procedures. Knowledge of the Criminal Justice System. Knowledge and practical application of First Aid. Ability to verbally diffuse violent situations or use physical or deadly force when necessary. Ability to react quickly and calmly and direct the work of subordinates in an emergency. Ability to read, analyze and interpret professional journals, technical procedures and governmental regulations. Ability to write reports, correspondence, and procedure manuals. Ability to use discretion in the handling of and maintain confidential information in accordance with legal standards, local, state, and federal laws. Knowledge of bargaining agreements in effect in the Sheriff's Office. Ability to prepare comprehensive oral and written reports. Working knowledge of the function, procedures, policies, and regulations of an emergency communications system and the emergency response providers serviced.

Internal/External Relationships Daily interaction with law enforcement, probation officers, court administration, county attorney, PHHS, IT and GIS. Frequent interaction with Lake, Aitkin and Mille Lacs County jails and dispatch regarding inmate housing, and with St. Louis County transports. Regular communication with District 2 jail administrators and jail administrators throughout the state and MN Department of Corrections, ARMER Regional Coordinator, MN State 911 Coordinator, Grand Portage Emergency Management Director.

Working Environment: Work is mostly performed in an office within a jail environment. Work involves exposure to hazardous chemicals, periodic exposure to contagious diseases such as HIV, Hepatitis or Tuberculosis and exposure to disagreeable odors (body odors, dirty clothing, human urine, feces and vomit). Incumbents function in a stressful environment: decisions must be made quickly and accurately, and consequences are usually seen immediately. There is occasional exposure to physical and medical risks as well as irate or hostile individuals, that may include injury to self or inmate. Required to be available for subordinates to call at any time, including days, nights, weekends, and holidays. May periodically be required to work long hours to cover unfilled shifts or during crisis situations.

Physical Requirements Of This Position Sit or stand at a desk for extended periods of time. Hear and speak effectively to communicate in person and over the phone with the public, employees and others, including at professional levels outside the organization, to include attorneys, judges, law clerks, clients, law enforcement personnel. Visual acuity to read computer screens and printed documents. Manual dexterity to type on a keyboard and use a computer mouse. Perform manual tasks such as handwriting and searching through documents. Office work may include reaching for documents and supplies, standing to search through file cabinets, fingering to find files, grasping documents, and repetitive motions such as typing and sorting. Must be able to push, pull, lift or drag body weight in the case of emergency, and otherwise be able to lift equipment and objects weighing up to 50 pounds. Ability to administer use of force.
