CLINICAL PSYCHOLOGIST (BEHAVIORAL HEALTH ) - Camp Pendleton, CA This is an open continuous announcement. Applications will be collected and reviewed until all vacancies are filled. A relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. On March 19, 2009, construction of a new Navy hospital for Marine Corps Base Camp Pendleton was approved in the American Recovery and Reinvestment Act of 2009. The replacement of the Camp Pendleton hospital was the largest ARRA project in the Department of the Navy. The ground breaking for the 500,000-square-foot, four-story building was December 2, 2010, with construction being completed October 17, 2013. The command transitioned to the new facility over a two week period from December 2 - 15, 2013. A Dedication and Ribbon Cutting Ceremony was held January 31, 2014, to officially open the facility.

Responsibilities

This position is a Behavioral Health Consultant (BHC). The Primary Care Behavioral Health Program provides a team-based approach to healthcare by integrating behavioral health providers and registered nurses into Primary Care Clinics to deliver evidence-based biopsychosocial assessment, treatment, prevention and management of behavioral health problems and biopsychosocially influenced health conditions for Military Health System beneficiaries. Serves as a Clinical Psychologist Behavioral Health Consultant (BHC) for the Clinic and Behavioral Health System of Care (BHSOC) Primary Care Behavioral Health (PCBH) program. Makes mental health diagnoses in accordance with the most recent version of the DSM when differential diagnosis is required. Provides individual and group treatment, using modalities such as brief problem-focused interventions, cognitive-behavioral therapy, and psychoeducational classes. Assesses acute mental health and behavioral medicine conditions in beneficiaries who present with such issues. Maintains appropriate documentation of patient care in accordance with current SOPs and current DoD, DHA PCBH, Federal and state regulations. Maintains performance and conduct in accordance with regulations and professional ethics. Assesses and provides intervention for individuals with a wide range of chronic medical conditions and behavioral health issues affecting medical conditions, including assessment and disposition of beneficiaries with acute and chronic risk. Provides treatment via targeted and efficient appointments for initial and follow-up visits. Performs PCBH biopsychosocial evaluations and conducts outpatient group classes (stress management, relaxation training, assertive/social skills training, smoking cessation, substance abuse identification and brief related interventions) appropriate for primary care, as well as evidenced-based interventions for mastery of behavioral health conditions (e.g., anxiety, depression, PTSD) and behavioral medicine conditions (e.g., insomnia, pain, diabetes, weight management). Participates in quality assurance activities. Provides psychological and clinical consultation to physicians, other professionals and paraprofessionals. Provides feedback to Primary Care Managers regarding consultation findings and recommendations as directed by DHA PCBH Administrative Instruction. Provides evidenced-based individual treatment and psychoeducational classes for patients enrolled in primary care clinics. Advises primary care and specialty clinic providers regarding psychological treatment options to optimize health outcomes. Assists primary care providers with treatment of patients with high-risk factors (e.g., suicide, history of trauma, co-occurring substance use disorders). Conducts PCBH model treatment, monitors, approves, and documents all treatment goals. Develops treatment processes and procedures for orientation of patients. Evaluates information/education processes and institutes changes to increase effectiveness of treatment efforts. Determines appropriate dispositions for severe cases and provides structure for organization of case staffing information. Establishes policies for case consultation. Executes performance initiatives (PI) through revision of clinical standards and procedures; performs QM/QA duties to meet Joint Commission requirements. Evaluates clinical records and monitors instrument administration and scoring. Evaluates environment of care and monitors risk management issues. Works with the primary care team to develop processes to increase same-day warm handoffs of patients. Seeks to increase penetration into the enrolled clinic population by targeting conditions with behavioral components amenable to BHC intervention. Performs daily activities to increase BHC clinical productivity and establishes and monitors objective behavioral outcome measures. Evaluates and revises standard operating procedures and conducts program evaluation. Provides crisis intervention support and reviews data to modify program goals and educational materials used by staff and patients. Provides consultation regarding interpretation and approval of outcome measures and screening instruments. Develops, implements, and evaluates professional development activities; coordinates in-service training on PCBH topics. Evaluates scope of practice and makes adjustments to increase adherence and efficacy. Evaluates training opportunities and orientation activities. 4. Performs other duties as assigned.

To qualify, you must meet the education and/or experience requirements described below. Experience includes paid and unpaid work (volunteer work through National Service programs and other organizations). Your resume must clearly describe your relevant experience; if qualifying based on education, transcripts will be required. Basic Requirement for Clinical Psychologist: Doctoral Degree (Ph.D. or equivalent) related to full professional work in clinical psychology.

Selective Placement Factor Licensure : This position requires a current, active, valid, unrestricted clinical license to practice Psychology independently in the U.S. Some federal jobs allow education to substitute for experience, but for this job substitution is not permitted. Specialized Experience: At least one year of specialized experience conducting psychological evaluations, developing behavioral health treatment plans, and providing psychological counseling services (typical of GS-12).
