EMERGENCY STATUS:

REQUIRED TO REPORT. When required to report, must report to work for duty outside normally scheduled hours in response to natural disasters, emergencies, rotational on-call assignments, or critical incidents as determined by City Administration.

Performs highly technical inspection of site development construction projects and Capital Improvement Projects (CIPs). Verifies projects meet City engineering standards and land development compliance; performs related work as required. Work is performed under the general direction of the City Engineer. The essential functions listed herein are representative of tasks performed within this classification and are not necessarily descriptive of any one position. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position.

Responsibilities

Conducts field inspections; ensures compliance with plans, specifications, ordinances, rules, regulations, and standards.

Perform field inspections of potable water, reclaimed water, sewer, paving, grading, drainage, sidewalks, and all aspects of right-of-way development.

Inspect on-site culverts, control structures, headwalls, pipe tie-ins, mitered end sections, retention ponds, infiltration systems, stormwater pipes and structures for both residential and commercial projects.

Act as City Field Inspector on projects performed by both public and private contractors.

Perform inspections of capital improvement projects and construction administration, including review, comments, and oversight of as-builts, pay requests, specifications, and traffic control to assure projects are constructed as designed and approved.

Keep progress records of construction projects; collect and evaluate data and reports for field implementation.

Inform contractors of deviations or errors and advise on corrective action.

Discuss projects with the general public, engineers, architects, contractors, developers, property owners, and others.

Attend certification testing related to the City’s Engineering Standards Manual and for all dedicated public improvements.

Verify that infrastructure, including storm lines, curbs, sidewalks, and driveways for both public and private maintenance are properly installed per the Manual.

Ensure contractor uses proper construction methods and safety methods and equipment; monitor contractor compliance with OSHA and FDOT safety requirements.

Coordinate, prepare, attend, and participate in pre-construction meetings.

Ensure rights-of-way are restored after projects are completed; inspect contractor work for compliance with standards and specifications; approve minor field changes to contracted work.

Respond to complaints and concerns from contractors and citizens and make appropriate inspections.

Review as-built drawings when projects are completed; post and remove public notices.

Conduct lot grading, foundation and sidewalk inspections; maintain detailed files.

Respond to citizen inquiries and complaints; prepare and maintain detailed records and files.

Serve as essential personnel during natural or man-made disasters and emergencies.

Perform related tasks as required.

Qualifications

Must be 18 years of age.

High School Diploma or GED required; minimum of four (4) years of work experience in engineering, infrastructure inspection, construction oversight, or related works.

Valid driver’s license (must obtain Florida driver’s license within thirty days of employment).

Special Requirements

Must have a current Intermediate Maintenance of Traffic (MOT) Certification or have the ability to obtain within 90 days of employment.

Must have a State of Florida Department of Environmental Protection certification for Stormwater Management Inspector or have the ability to obtain within 90 days of employment.

Completion of FDOT courses in contract plans reading, earthwork inspection, subgrade inspection, base inspection, construction math, pipe placement, structures inspection I and II, and asphaltic concrete testing as determined necessary during the first six (6) months of employment.

Knowledge, Skills, and Abilities

Knowledge of construction practices, techniques, materials, and equipment related to public works and utilities.

Knowledge of engineering plans, specifications, and drawings.

Knowledge and application of a variety of engineering, architecture, maintenance, and construction trades.

Ability to read and interpret plans, specifications, blueprints, permits, as-builts, and other construction documents; compare them with construction in progress.

Ability to establish and maintain effective working relationships with contractors, property owners, and others to effect satisfactory compliance with specifications and standards.

Ability to maintain accurate records and prepare reports.

Ability to establish and maintain effective working relationships with associates.
