The Human Resources Specialist 1 will perform general personnel activities, including staffing, classification, recruitment, exam planning, and employee services. Assist in the management of workforce through appointments, promotions, transfers, reinstatements, and terminations. Develop requests for new positions, reclassifications, reallocations, minimum qualifications for exam planning, earmark releases, and special salary treatments as assigned. Understand and interpret Civil Service Law, State Personnel Management Manual, Civil Service Attendance and Leave Manual, Title and Salary Plan, and other official references. Assist with recruitment-related activities and events. Participate in exam planning, including serving as a liaison between program areas and the NYS Department of Civil Service. Effectively communicate with candidates, providing timely responses to inquiries and information on the appointment process. Review tentative classification standards and coordinate with affected program staff for appropriate and timely comments. Participate in large workforce initiatives at DOT, such as Seasonal Hiring and Reductions in Force. Review and ensure timely completion of probation reports and provide guidance to program managers regarding the probationary termination process. Assist in the development and instruction of standardized guidance for internal staff. Special projects or assignments as needed. Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position. Trainee 1 Level: A bachelor’s or higher degree from a regionally accredited institution. Trainee 2 Level: Either 1. A bachelor's degree and one year of professional human resources experience, or a Juris Doctor, master's or higher degree in a related field. Full Level: Either a bachelor's degree and two years of professional human resources experience, or a Juris Doctor, master's or higher degree in a related field. Additional Requirements
Applicants must be currently authorized to work in the United States on a full-time basis. Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
