Summary/Objective:

As a Payroll Specialist, you will be directly responsible for full-cycle payroll processing, ensuring compliance with prevailing wage laws, certified payroll reporting, and labor regulations for public works and government-funded projects; union and non-union payroll processes; and Department of Labor (DOL) requirements will be crucial in maintaining our high standards of accuracy and timeliness.

Key Responsibilities:

Administer end-to-end payroll processing for all employees, including hourly (both union and non-union) and salaried staff across multiple job sites.

Process new hires, terminations, deductions, wage garnishments, and direct deposits in accordance with company policies and legal requirements.

Assist with workers' compensation audits, internal reporting, and year-end processing, including W-2s and 1099s.

Prepare, review, and submit certified payroll reports in compliance with federal, state, and local requirements (e.g., Davis-Bacon, DIR, WH-347).

Maintain detailed and accurate employee payroll records, including timecards, fringe benefits, wage determinations, and deductions.

Ensure accurate application of prevailing wage rates, fringe benefits, and proper job classifications for each project and worker.

Collaborate with project managers, HR, and accounting teams to verify hours worked and job classifications.

Respond to audits and requests from regulatory agencies (i.e., DOL) with detailed and accurate documentation.

Stay current on labor laws, wage determinations, and industry standards related to certified payroll.

Manage electronic payroll submissions through systems such as eMars, LCPtracker, Elation, and/or other applicable platforms.

Train internal staff on certified payroll processes and best practices for compliance.

Resolve payroll discrepancies or employee concerns related to certified wage compliance.

Demonstrate flexibility and commitment by performing other duties as assigned.

Qualifications:

Minimum 3 years of progressive payroll experience.

Experience in the construction industry or government contracting environment.

Proven experience as a Payroll Administrator in a union environment, including union payroll processing with certified payroll experience in construction or public works projects.

Excellent organizational skills with high attention to detail and accuracy

Excellent communication and collaboration skills

Highly proficient in Microsoft Word, Excel, and PowerPoint.

Previous experience and high proficiency with HRIS platforms.
