Overview

Under the general supervision of the Emergency Planning & Evaluation Director, the Emergency Preparedness Exercise and Training Coordinator is responsible for overseeing, designing, developing, and conducting a variety of emergency preparedness exercises. These include workshops, drills, tabletop, functional, and full-scale exercises (both internal and external) aimed at evaluating, maintaining, and enhancing the capabilities of partners in emergency response operations. The coordinator ensures meticulous documentation for federal audits and data requests, and plays a key role in developing, maintaining, and overseeing the implementation of state exercise and training plans to meet preparedness and response requirements. Key Responsibilities

Exercise Development & Implementation:

Oversee, design, develop, and conduct a range of emergency preparedness exercises (workshops, drills, tabletop, functional, and full-scale) to evaluate and enhance response operations. Documentation & Reporting:

Ensure adequate documentation for federal audits and data requests. Develop and write After Action Reports (AARs) following exercises or real-life events with public health and health care response, and create Improvement Plans (IPs) based on findings. Training & Technical Assistance:

Provide technical assistance to local health departments, hospitals, and other response partners in developing exercises testing health and medical responsibilities. Coordination & Collaboration:

Work with state and federal agencies and other partners to coordinate health and medical participation in partner exercises and their evaluation. Lead and participate in exercise planning teams with state and local response partners. Grant & Budget Management:

Manage all exercise components of federal grants and related budgets. Develop contracts for exercise support. Compliance & Reporting:

Report exercises, AARs, and IPs to the Centers for Disease Control and Prevention (CDC), the Administration for Strategic Preparedness and Response (ASPR), and other entities. Post events on state and federal activity calendars. Expertise & Professional Development:

Maintain Homeland Security Exercise and Evaluation Program (HSEEP) expertise and participate in FEMA online and other relevant training. Emergency Response:

This position is subject to 24/7/365 contact and response for West Virginia Center for Threat Preparedness related emergencies. Train and fill emergency response positions within the Incident Command Structure. Other Duties:

Develop and engage in other related topics with state and local health agencies and perform other duties as assigned. Certification & Training Requirements:

This position requires obtaining FEMA National Incident Management System (NIMS) Training Certifications: ICS 100, ICS 200, ICS 300, ICS 400, ICS 700, ICS 800, and Homeland Security Exercise and Evaluation Program (HSEEP). Application:

Training:

Bachelor’s Degree from a regionally accredited four-year college or university. Substitution:

Additional experience as described below may be substituted for the required training on a year-for-year basis. Experience:

Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment. Substitution:

Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience. Note:

Three (3) years of full-time or equivalent part-time paid experience in the Health and Human Resources series may substitute for the required training and experience.
