Overview

The Center for Threat Preparedness is seeking a highly motivated and experienced Health and Human Resources Specialist Senior to lead occupational health programs and emergency preparedness efforts. This pivotal role involves the seamless integration of these programs with local health departments (LHDs) and various federal, state, and local organizations, ensuring West Virginia is prepared for any emergency. This position is subject to 24/7/365 contact and response for West Virginia Center for Threat Preparedness related emergencies. Responsibilities

Occupational Health Program Leadership:

Provide leadership for occupational health programs and emergency preparedness efforts, ensuring integration with LHDs and various federal, state, and local organizations. Volunteer Healthcare Professional System Management:

Primarily manage and administer the State Emergency System for the Advanced Registration of Volunteer Healthcare Professionals (WV REDI). This includes clinical and administrative expertise in recruiting, registering, and training health professional volunteers for emergency response. Occupational Health Program Administration (DH):

Administer occupational health programs within the Department of Health (DH) as related to emergency response. Perform assessments of occupational health risk. Policy Development and Implementation:

Develop and implement policies to guide risk reduction activities, evaluate program effectiveness, and maintain an internal policy group of content experts on occupational threats. Use surveys and other tools to assess workforce issues and develop binding health and safety policies in collaboration with the Internal Policy Advisory Group. Volunteer Coordinator Support:

Provide support and coordination to regional and local volunteer coordinators. Liaison Duties:

Serve as the state's liaison to the Federal Emergency System for Advanced Registration of Volunteer Health Professionals (ESAR-VHP). Database Management:

Maintain the West Virginia Public Health Alert Network (WVPHAN) database. Work with vendors to accommodate training for system users in both WV REDI and WVPHAN. Documentation and Presentation:

Develop professional documents, databases, spreadsheets, and presentations. Emergency Response Engagement:

Engage in response to disasters and other emergencies, including (based on type of emergency) staffing at the DH Health Desk at the State Emergency Operations Center (EOC), representing Threat Preparedness at the DH Disaster Resource Command Center, serving as Safety Officer for DH staff managing volunteer deployment, and/or providing other technical resources and expertise as needed. Inter-agency Collaboration:

Work directly with representatives of all Bureaus, WV Department of Agriculture, WV Department of Environmental Protection, WV Homeland Security, WV Emergency Management Division, the Center for Disease Control and Prevention, and the Administration for Strategic Preparedness and Response. Volunteer Management Guidance:

Provide guidance to Volunteer Coordinators and Regional Contacts on volunteer management. Budget Oversight:

Oversee program specific budgets related to grants and other duties as assigned. Travel:

Travel to conferences, meetings, and work sessions as required. Required Certifications:

Must obtain FEMA National Incident Management System (NIMS) Training Certifications: ICS 100, ICS 200, ICS 300, ICS 400, ICS 700, ICS 800, and Homeland Security Exercise and Evaluation Program (HSEEP). Qualifications

Training:

Bachelor’s Degree from a regionally accredited four-year college or university. Substitution:

Additional experience as described below may be substituted for the required training on a year-for-year basis. Experience:

Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment. Substitution:

Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience. Three (3) years of full-time or equivalent part-time paid experience in the Health and Human Resources series may substitute for the required training and experience.
