Education and Experience:

Graduation from an accredited college or university with a bachelor's degree and experience equivalent to one year of professional human resources work. Substitution of Experience for Education:

Qualifying full-time professional or paraprofessional human resources experience may be substituted for the required education on a year-for-year basis, to a maximum of four years. Substitution of Education for Experience:

Additional graduate coursework in human resources or other related acceptable fields may be substituted for the required experience, on a year-for-year basis, to a maximum of one year. OR

One year of professional general human resources experience with the State of Tennessee. Necessary Special Qualifications:

Summary:

Under general supervision, performs professional human resources administrative work of average difficulty; and performs related work as required. Distinguishing Features:

This is the working level class in the HR Analyst sub-series. Duties include internal and external affirmative action; employee relations; performance evaluations; training; interviewing; payroll and benefits supervision; organizational structure and classification; interpreting and enforcing HR policies and procedures. This class differs from HR Analyst 1 (entry level) and HR Analyst 3 (more difficult and supervisory level). Responsibilities

Interpreting Information:

Interprets HR rules, regulations, policies, procedures, and documentation for internal and external partners to facilitate understanding, compliance. Training and Teaching:

Conducts agency-specific training; new employee orientations; prepares training and SOP documentation; conducts benefits meetings. Analyzing Data/Information:

Performs job analyses; analyzes processes to recommend changes; determines salary appropriateness; analyzes investigations, separations, and reporting; analyzes HR transactions and leave/payroll data; analyzes survey data. Judging Qualities:

Assesses disciplinary and performance documentation; assesses applications for interviews. Consultation and Advice:

Notifies supervisors of possible violations; advises on HR laws; assists in investigations; develops questions for positions; recommends operational changes; advises peers on procedures. Compliance Evaluation:

Audits HR records; evaluates time/attendance, pay recommendations, hiring decisions; ensures compliance; audits hierarchies. Processing Information:

Generates reports; processes leave, payroll, appointments, promotions, terminations; codes transactions; handles special projects; generates salary plan reports; maintains records. Resolving Conflicts:

Investigates conflicts; negotiates; mediates applicant issues; resolves simple conflicts; escalates complex cases. Documentation:

Documents investigations and transaction histories; ensures audit trails. Decision Making:

Resolves benefits and time/attendance issues; determines qualifications for benefits; approves evaluations; sets security access; resolves transactional issues. Creativity:
