Job Description And Duties
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating customer-focused solutions that are responsive and agile, supporting a modern infrastructure, tools, architecture, and standards to effectively provide efficient services following service-level agreements.
The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste, as well as creating innovative solutions, strengthening partnerships and collaborations, and embracing technology.
Under direction of the Information Technology Supervisor (IT Sup) II of the Enterprise Data and Analytics Services (EDAS) Unit, the Information Technology Specialist (ITS) I performs data engineering functions such as data administration, pipeline development, data architecture, and database development.
The ITS I also provides systems administration functions on various data tools and platforms in cloud and on-premises environments.
The ITS I performs duties in the Software Engineering and Systems Engineering domains.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Experience designing, developing, testing and maintaining data pipelines in Azure Databricks or similar platforms.
Experience analyzing and documenting customer software requirements, especially in support of data pipelines and data architectures.
Experience with general software development methods.
Experience with various data analytics and database tools.
Experience performing Azure Databricks administration.
Experience deploying and managing Azure (or similar cloud) resources and tools especially in support of data pipelines.
Ability to work collaboratively with multi-discipline work groups, ideally to include experience with professional customers in healthcare settings.
Ability to communicate effectively and provide data related consulting to both technical and business audiences.
Ability to develop clear, accurate, and concise reports, correspondence, memorandums, and other types of written communication to document data related standards, requirements and decisions.
A completed Supplemental Questionnaire (SQ) must be submitted in order to be considered for this position. The SQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing.
The SQ should be typed, no more than two pages in length, with a font size no smaller than 12-point. Please answer the questions in the order as they appear below. Please note, resumes do not take the place of the SQ.

Eligibility Information
If you are new to California State Service, you must take and pass the examination for this classification to be eligible for hire. Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position.

Telework Information
This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
