Job Description And Duties
This position supports California Department of Public Health’s (CDPH)’s mission and strategic plan to advance the health and well-being of California’s diverse people and communities by maintaining a proactive culture of continuous quality improvement, engaging staff at all levels, and leveraging data and technology to enhance services. The incumbent works under the general direction of the SSM II (Supervisory), Chief of the Organizational Support Services Section (OSSS). The Staff Services Manager (SSM) I [Specialist (Spec)] serves as an independent technical consultant and project manager to CDPH for a variety of difficult and sensitive projects and leads state-wide project and change management processes to improve overall effectiveness of the complex, politically sensitive, high-profile portfolio of programs within CDPH. Partial teleworking may be available for this position, in accordance with CDPH’s Telework Policy and Procedures. Responsibilities
Collaborate with internal and external partners to provide strategic project management support across public health programs and department initiatives. Lead the planning, execution, and evaluation of complex projects that align with CDPH’s mission, vision, and strategic goals. Apply project management best practices to ensure timely delivery, resource optimization, and measurable outcomes of public health programs and operational initiatives. Facilitate cross-functional collaboration and stakeholder alignment to ensure project objectives are clearly defined, communicated, and achieved. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: Demonstrated experience leading complex, cross-functional projects in public health, government, or nonprofit setting Project Management Certification (PMP) from the Project Management Institute or other standard project management industry Experience mentoring or coaching project team members and fostering a culture of continuous improvement Ability to be flexible and adaptable to workload changes based on organizational priorities Familiarity with operational procedure writing and change management principles and, and integrating them into project delivery Develop and evaluate feasible alternatives, analyze data, and present ideas and information effectively both orally and in writing Ability to manage multiple projects simultaneously Ability to develop, maintain, and strengthen collaborations with internal and external stakeholders Proficient using software including Word, Excel, Word, Outlook, PowerPoint, and Teams Knowledge using technical systems (e.g. Performance Management System) Eligibility Information
If you are new to California State Service, you must take and pass the examination for this classification to be eligible for hire. Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position. This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded. Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
